Purpose of the technical assistance contract

‘Under the supervision of the UHC cluster lead, the team of technical assistants will conduct Health Workforce Account and Health Labor Market Analysis in the United Republic of Tanzania.

Background

In 2020 and 2021, Health workers were reassigned to specific units ‘set up for the management of covid-19 cases in some public facilities. or for covid-19 vaccination. This resulted in reduced utilization of essential services in public health facilities. The pandemic also highlighted the limited capacities in infection prevention and control, and the difficulties of the health saviors in quickly providing new competencies to the staff at a large scale when the sector faces a new thread. Al the same time, graduated health professionals with increased competencies surpassed the labor market absorption capacity.

To inform the designers of policies regulations, and the definition of militating salaries, the Ministry of Health and WHO are commissioning a study to identify the drivers of the geographic distribution of health workers and their skills mix in public and Private health services. This analysis of the health labor market ‘will allow the identification of hey factors affecting the supply and demand of Health workers, to inform the decisions on the production, deployment, and absorption of qualified health workers.  will also ‘serve g5 input for the development of a long-term health workforce investment plan V.

Objectives of the consultancy

To generate credible information for evidence-based Human Resources for health policy design and data-driven decision-making ‘on investments in the health workforce, the team of technical

Assistants will provide the needed expertise to conduct a National Health Work Force Account (NHIWA) and a Health Labor Marketing

Analysis (HUMA) in the United Republic of Tanzania (Tanzania Mainland and Zanzibar). ‘

Specifically, the team will:

 Build the capacities of HRHIS experts to design and implement the NHWA and HLMA,

 Provide technical support for the elaboration of a road map to ensure HRHIS meets the standards of NHWA, % Produce accurse dots that will serve as a baseline for the ordering of the Human Resource Strategy of the Health Sector Strategic Plan   Produce evidence-based policy briefs on strategies for avert observed or anticipated health labor market inefficiencies and for improving advocacy, polices commitment, and inter sectoral action

Update Tanzanian data in National, regional, and global databases on the health workforce

Define research questions and hypotheses on HR absorption, distribution, and retention, to be included in the national research agenda

Systematically report the progress of the assignment to the Human Resource for Health Technical Working Group Perform any of her tack related to the assignment, defined by the Human resource for Health Technical Working Group

Requirements and planning

‘The contract will be granted for:

3 10 working days per months for 12 months for the Lead ‘consultant and senior consultant: 3S working days for the statistician 60% of working days during 1 year for a Post-Doc or PhD candidate

The deliverables are described in a concept note that can be Consultant at WHO upon request.

Profile of the Lead consultant

Education

 Al least a master’s in either economics, health economics labor, economics, demography, statistic biostatistics, or public health:

 APHD. in Public Health:

A training in Labor market analysis or political and economic. Analysts

Demonstration skills in specialized quantitative and qualitative research:

” Demonstrated skits in using Microsoft Excel, sophisticated statically models, and software

‘Al bead ten (10) years of experience in health workforce

Planning, research, or analytics:

‘Experience in strategic and policy documents development,

 Experience in developing Human Resources for Health plan ‘strategy at the national or subnational level

‘Experience in knowledge management.

Education:

42 Al least a master’s in public health or the health-related field

 Training in Labor market analysis or policed and economic analysis:

“3 Demonstration skills in specialized quantitative and qualitative research:

Demonstration skills in using Microsoft Excel, sophisticated

statistical models, and software

 Al least seven (7) years of experience in health workforce planning, research, or analytics,

‘7 Experience in strategic and policy documents development, especially in developing Human Resources for Health plan of ‘strategy at the national or subnational level

4 Experience in knowledge management.

Profile of the Statistician

Education:

 AV least a master’s in statistics, epidemiology or data management

 Demonstrated skills in specialized quantitate and qualitative research

 Demonstrated skills in regression analysis and other sophisticated statistical models

Demonstrated skills in using Microsoft Excel, Microsoft Power Ba

Experience:

1 AM least five (5) years of experience in conducting surveys, research, and analytics.

1 Demonstrated experience in selection and supervision of data cofactors, supervision of data,

 Experience in managers, organization of data collection, and compilation

‘3 Experience in knowledge management.

Profile of the Post-Doctoral or PhD candidate

Education:

3At least 8 master’s in statistics, epidemiology or data management

7 PhD students or PhD holders

Demonstrated skills in stylistics including regression analysis.

‘3 Demonstrated skills in using Microsoft Excel, Microsoft Power Gi, Microsoft Power Point

Experience:

1 At least two (2) years in heath service delivery and or Human Resource for Health management of the national or sub-national level

 Demonstrated experience in research

 Demonstrated experience in planning, monitoring and report writing

 Experience in knowledge management.

Remuneration

The remuneration will be based on UN consultancy rates for the United Republic of Tanzania.
