REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF NITROGEN PACKAGE

Worley Europe Limited as EPcmC Early Services Contractor for EACOP Project Invites experienced and reputable Contractors to express their interest In providing Nitrogen Package for the East African Crude Oil Pipeline (EACOP) Project.
The Republic of Uganda, the Uganda National Oil Company (UNOC), the United Republic of Tanzania and/or Tanzania Petroleum Development Corporation (TPDC), as well as other International oil companies partaking In the development of Exploration Areas 1, 1A, 2 and Kingfisher Discovery Area in the Albertine Graben In Uganda or their affiliates will participate in the Implementation of the EACOP Project (Potential Pipeline Participants).
The EACOP Project development involves the engineering, construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongoleani, near Tanga Port in Tanzania.
BRIEF DESCRIPTION OF THE SCOPE OF THE MATERIALS
The EACOP requirements for the Nitrogen Package shall include, but will not necessarily be limited to:
- 3 off Membrane Type Nitrogen Packages including:
- 1+1 off ISO 10440-2 air compressor sets per Nitrogen Package (Duty and size to be determined);
- 1+1 off heatless absorption type air dryer sets per Nitrogen Package (Duty and size to be determined);
- 1 off air receiver per Nitrogen Package (size to be determined);
- Nitrogen Generation Unit per Nitrogen Package including, 1+1 off membrane pre-filters, 1+1 off Nitrogen generation membrane units, & membrane after-filters (duty and size to be determined);
- 1 off Nitrogen receiver per Nitrogen Package (size to be determined); and
- Fabricated steel package skids and shall be sized to ensure all components are within the envelope of the skid.
Each nitrogen/compressor/dryer package shall be provided with:
- a control panel capable of communicating via TCP/IP; and
- all necessary instrumentation for safe start up and operation.
The scope will include design, sourcing of material, manufacturing, assembly, packaging, supply of drawings and data, all sub-vendors co-ordination, factory testing, delivery FCA vendor and guarantees.
MINIMUM REQUIREMENTS:
Companies expressing their interest are invited to document their request with:
- A commitment to and evidence that they have experience in developing local / national content value.
- Confirmation that they can manufacture Nitrogen Membrane packages with lSO 10440-2 air compressor sets, heatless dryers and receivers.
- An experience List for similar equipment supplied to the Oil and Gas market in the last five (5) years.
- A copy of their own and main suppliers lSO 9001:2015 and 14001:2015 & OHSAS 18001 (ISO45001:2015) current certification.
- Extracts from their Supply Quality Management Procedures, showing how material quality control i: implemented in the supply chain and identify what positive material identification is implemented
- through the manufacturing process.
- A two (2) years look ahead shop loading charts for the facilities intended to manufacture, assemble and test.

Companies satisfactorily meeting the above minimum requirements will receive subject to the signature of a non-Disclosure Agreement (NBA), a detailed pre-qualification questionnaire for further evaluation
