Assignment Title: Provision of Consultancy Services in Community Facilitation, Preparation of Detailed Designs, Bidding Documents and Construction Supervision of the Off-Grid Water Supply Works in Dar es Salaam

This request for expression of interest follows the General Procurement Notice for the project that appeared in the United Nations Development Business; Issue No. WB5S03 – 12 16 of December 21, 2016.
The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Second Water Sector Support Project and intends to apply part of the proceeds for consultant services.
The consulting services (“the services”) for the assignment shall consist but not limited to the following activities: to provide consultancy services in: community- facilitation; siting water sources; preparing detailed design and related bidding documents; and supervising construction of the off-grid small piped water supply systems in all the free municipalities of Dar es Salaam city-, namely: Ilala, Kimondoni, Temeke, Ubungo and Kigamboni. Major works in the water supply projects will be rehabilitation of boreholes, drilling of new bore holes, and construction of storage tanks and installation of distribution networks. On average, each project site visited has an area less than l,000m2 (14 acre) proposed for a borehole and storage facility- and a proposed distribution network ranging between 2-5 km. Most of these areas are customary owned by local government the duration of the service; is estimated to be 24 month; and it involved the following: Detailed Engineering Design and Bidding Documentation Phase: 6 months; construction phase 12 months and defects Liability period 6 months. Involvement during defects liability- is part time and shall be agreed at the end of substantial completion of the works.
The Dar es Salaam Water and Sewerage Authority- (DAWASA) now invites eligible Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The short-listing criteria are (a) core business of the firm and years in business, (b) experience in similar assignments ‘(provide name and contact address of Client served), (c) experience of having worked in sub-Saharan Africa or similar environment, (d) technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of permanent staffs. Do not provide CY of staff’. Key experts will not be evaluated at the short-listing stage), the names and contact address of clients served
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality- and Cost Based Selection (QCBS) Method set out in the World Bank Guidelines.
