This invitation for tender follows the General Procurement Notice for this project that appeared in United Nations Development Business (UNDB) Issue No. 057061 of 17a. August 2018.

2.The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the RESILIENT NATURAL RESOURCES NIA_NAGEMENT FOR TOURISM AND GROWTH (REGROW) project and intends to apply part of the proceeds to cover eligible payments under the Works Contracts for Construction of Building(s) Infrastructure for Staff and Tourist Amenities in Nlik-umi, Nyerere, Ituaha and Udzungwa National Parks: Lot 1- Mikumi National Park, Lot 2- Nyerere National Park, Lot 3- Ruaha National Park and Lot 4- Udzungwa Mountains National Park

3.The trustee of Tanzania National Parks now invites sealed bids from eligible bidders for

Lot 1: Construction of Building(s) Infrastructure for Staff and Tourist Amenities in Mikumi National Park.

Lot 2: Construction of Building(s) Infrastructure for Staff and Tourist Amenities in Nyerere National Park.

Lot 3: Construction of Building(s) Infrastructure for Staff and Tourist Amenities in Ruaha National Park. Lot 4: Construction of Building(s) Infrastructure for Staff and Tourist Amenities in Udzungwa National Park

4.Bidders have the option to Bid for any one or more lots. Bids will be evaluated lot-wise. The contracts) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for each lot, subject to the selected Bidder(s) meeting the required qualification criteria for a respective lot or combination of lots as the case may be.

5.Qualifications requirements for the works include (i) experience as a prime contractor in the construction of at least two (2) works of similar nature and complexity m the last five years with a value of USD 3.6 Million, USD 3.7 Million, USD 4.6 Million and USD 1.7 Million for Lot 1, Lot 2, Lot 3 and Lot 4 respectively or its equipment per lot: (ii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed. within the last five (5) years of USD 7.5 Million, USD 7.5 Million, USD 9 Million and USD 3.4 Million for Lot 1, Lot 2;Lot 3 and Lot 4 respectively or its equivalent per lot (iii) minimum amount of liquid assets andfor credit facilities net of other contractual commitments of USD 1 Million, USD 1 1 Mon, USD 1.5 Million and USD 1 Million for Lot 1, Lot 2, Lot 3 and Lot 4 respectively or it’s equivalent per lot. Hence, regarding Award Criteria for Multiple Contracts, the Employer will aggregate minimum requirements for respective Lots as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria). However, with respect to the specific experience under item 4.2 (a) of Section III; Item (b) for Multiple Contracts; Option (i) above shall apply.Regarding Key Personnel and Equipment, to be awarded multiple contracts, the bidder must present separate sets of equipment and separate teams or each lotpackage. Further details and complete qualification requirements are provided in the Bidding Documents.

6.Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelinar PralifRItlant af Goods. Worm and kat-Cots941w Serving nndar IRRD T eons and MA Cradits Grants by World Ronk Borronwry dated January 2011 (raised Ay 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

7.Interested eligible Bidders may obtain further information from and inspect the bidding documents at the office of The Secretary of Tender Board. Bidders are encouraged to attend the pre-bid meeting which will be held on 28th November 2022 at 09:00 Hours at Ruaha National Park Headquarters Offices followed by field visit in Ruatta, Mikumi, Nyerere and Uthangwa National Parks. The minutes of the Fe-bid meeting will be shared with all bidders. The costs of attending the pm-bid meeting and site visit will be borne by the bidders.

8.A complete set of the bidding documents (in English) is available to interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Tanzanian Shillings One Hundred Thousand only ens 100,000.00) per lot or its equivalent in freely convertible currency for each set (per bid reference number).

N.B: The bidding docwnents will be issued to the bidders both in hardcopy and elec bade copy Therefore, the bidders we advised to come with pen drivers to collect the electronic portion of the bidding document upon payment. The bidders should note that in case of any difference  in the laid and the soft copy, the one in hard copy only will prevail.

  • Bids must be delivered to The Secretary of Tender Board, Tanzania National Parks (TANAPA), JK Nyerere Conservation Centre, P.O. Box 3134, Arusha, Tanzania. Second Floor; Room number: 40; on or before 10:00 am. on23a December 2022 Electronic bidding will not be permitted.

Bids will be publicly opened in the presence of Bidders’ designated representatives and anyone who chooses to attend at the TkNAPA Board Room, Floor, JK Nyerere Conservation Centre, P.O. Box 3134, Arusha, Tanzania, immediately thereafter the submission deadline. Late bids will be rejected.

  • All bids must be accompanied by a Bid Security in original and in an acceptable form in the amount of TZS 215 million (Tanzania Shillings Two Hundred Fifteen Million Oilly) for Lot 1, TZS 210 minion (Tanzania Shillings Two Hundred Ten Million Only) for Lot 2. TZS 270 million (Tanzania Shillings Two Hundred Seventy Million Only) for Lot 3 and TES 100 million (Tanzania Shillings One Hundred Million Only) for Lot 4 or its equivalent in any freely convertible currency.

The Bid Security shall be clearly addressed to Conservation Commissioner, JK Nverere Conservation Centre, P.O. Box 3134, Arusha, Tanzania. The Bid Security shall be valid ibr twenty-eight (28) calendar days beyond the bid validity period, i.e., 148 calendar days after the bid’s
