  1. This request for Expression of Interests follows the General Procurement Notice for this Project
    that appeared in United Nations Development Business (UNDB) on 31st December 2015.
  2. The Government of Tanzania has received financing from World Bank towards the cost of Dar es Salaam Urban Transport Improvement Project (DUTP) and intends to apply part of the proceeds of this Credit to eligible payments under the Contract for Engagement of the Road Safety Engineer to support the implementation of DUTP and Capacity Building to TANROADS, Tender No. AE.001/2022-23/HQ/C/106.
  3. The consulting services (“the Services”) include overseeing of Road Safety issues in the
    implementation of BRT Infrastructure Projects under DUTP and support TANROADS in
    managing Road Safety issues through provision of Road Safety Expert opinions to Contractors’ and Consultants’ staff attached to BRT projects. The timeframe for the execution of this assignment is 12 months.

  5. The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works and
    Transport now invites eligible individual Consultants to indicate their interest in providing the
    Services. Interested Consultants should provide information demonstrating that they have the
    required qualifications and relevant experience to perform the Services. Such information may
    include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience: a) Education: (i) The Road Safety Engineer must be a registered professional Civil/ Transportations/ Highway Engineer with a Bachelor’s Degree in Civil/Transportation/Highway Engineering. (ii) Knowledge of road safety tools like RSSAT, iRAP is an added advantage b) Professional Experience: (i) She/He must have at least eight (8) years cumulative experience in the implementation of road development projects, out of which three (3) years of working experience in the field of road safety improvement including undertaking road safety audit/Inspection to identify safety inadequacies in road design, construction, develop safety mitigation measures and inspect the newly completed road. (ii) She/he must have been involved in at least two (2) Road Safety Audits (RSA) as a RSA team member within the last 8 years. (iii) She/he must have knowledge of Safe System Approach to road safety. c) Language and Regional Experience: (i) Must have a working experience of at least three (3) years in developing countries and (ii) Proficiency in written and spoken English is mandatory.
  6. The attention of interested Individual Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on Conflict of Interest.
  7. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers; dated January 2011 revised July 2014.”.
