TENDER No. AE/046/2020-2023/AFDP/C/02

  1. The Shinyanga Water Supply and Sanitation Authority (SHUWASA) through Govemment of the
    United Republic of Tanzania has received fund from Agence Française de Développement
    (“AFD”), and intends to use part of the funds thereof for payments under the following project:
    Shinyanga Water Supply and Sanitation Project, and it intends to apply part of the funds to
    payments under the contract for Provision of Consultancy Services.
    Shinyanga Water and Sanitation Project has been divided into three (3) components:
  • Component 1 – Potable water infrastructure;
  • Component 2 – Sewerage and sanitation activities;
  • Component 3 – Capacity building.
  1. The Services of the Consultant shall consist of the activities for the Component 3: Technical
    Assistance to SHUWASA, including but not limited to:
  • Provisional of Technical assistance to SHUWASA Project Management Unit in aspects of work scheduling, procurement, contract management in liaison with supervision Engineers and processing of payments and preparation of reports;
  • Support in implementation of Environmental and Social safeguard plans in fulfilment of the lenders and Tanzania Environment and Social safeguards for Investments;
  • Institutional and regulatory review, especially linked to sanitation services;
  • Assistance in the implementation of specific tasks, such as: o Review of Standard Operating Procedures; o Review of current strategic and business plans, assistance to implementation and monitoring; o Financial modelling and tariff review; o Assistance to setting up and operation of cross-department task force on collection improvement; o Improvement of on-site sanitation chain (domestic and non-domestic); o Preparation of a NRW reduction and Leak detection programme; o GIS implementation and training; o Review of new billing and financial systems; o Review of information system and work order system; o Supporting SHUWASA on preparation of Project reports and annual budget and management of assets o Etc.
  • Provision of training and study tour: o On the job trainings to be provided by the Consultant; o Assistance to procurement and monitoring and evaluation of trainings; o Organization and implementation of study tour;
  • Assistance to the procurement of capacity building equipment: Review of equipment, preparation of specifications and tender documents and assistance to the procurement of Laboratory equipment, machinery and vehicles, operation and maintenance equipment and tools, metering and leak detection equipment, IT and office equipment and software.
  • Preparation and implementation of awareness campaign and sanitation marketing strategy

The assignment shall be carried out over a period of four (4) years (i.e. 48 months).

  1. The Shinyunga Water Supply and Sanitation Authority (SHUWASA) hereby invites Applicants
    to show their interest in delivering the Services described above.
    This Request for Expressions of Interest is open to:
    ☒ Consulting firms ☐Individual consultants
    ☐NGOs ☐ Joint Venture between NGOs and consulting firms
  2. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr .
  3. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (V). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub-consultant may participate in several applications. If the Applicant is a JV, the expression of interest shall include: a. A copy of the JV Agreement entered into by all members, or b. A letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal. In the absence of this document, the other members will be considered as Sub-consultants. The experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
  4. . Interested Applicants must provide information evidencing that they are qualified and experienced to perform the Services. For that purpose, documented evidence (such as brochures, description of similar assignments carried out in the past 10 years, experiences in similar conditions, availability of appropriate skills among staff, etc.) of recent and similar services shall be submitted. For each experience, the Applicant shall provide the following information:
  • A short description of the services implemented in the experience;
  • Name and address of the Client;
  • Date(s) of execution;
  • Amount of the Consultant contract including the applicant’s share in case of joint venture or sub-contracting;
  • Name(s) of lead and/or associate firms.

Determination of the similarity of the experiences will be based on:

  • The contract size: scope of the services executed, complexity, size of utility/city, etc.;
  • The technical area and expertise: Technical Assistance to water sanitation utilities, procurement of equipment, implementation of awareness campaigns, etc.;
  • The location: Water supply and sanitation projects implemented in similar conditions in Sub-Sahara Africa (experience in Eastern African Countries will be an added advantage).
  • Each experience must be supported by Certificate of Completion or Partial Completion of the Project, dated, signed and stamped by the corresponding Employer.

The Client will also take into account in the evaluation of the applications the following items:

  • Availability of in house skilled technical back stopping experts, especially in the following fields with experience in implementation of Development Projects: Water Utility, Sanitation, Financial and billing, Institutional, WASH communication, GIS and data management, etc.
  • Ability to take into account the local context (regional experience, local partner);
  • Quality assurance procedures and certifications of the Applicant – Availability of a valid ISO certification or internationally recognized equivalent: Quality management certificate type ISO 9001 or Environmental and social management certification.
  1. The Applicant will be selected in accordance with the AFD Procurement Guidelines on
    “procurement of consulting services” and the Tanzania Public Procurement Regulations, GN No. 446, 2013 of the Public Procurement Act No. 7 of 2011 on “Procedures for 7 selection and
    Employment of Consultants”
  2. Among the submitted applications, SHUWASA will shortlist a maximum of six (6) Applicants,
    to whom the Request for Proposals to carry out the Services shall be sent. The shortlisted
    applicants will then be invited to submit technical and financial proposals. The selection process will be a Quality and Cost Based Selection. In order to confirm eligibility for AFD financing, interested applicants shall submit (as part of the expression of interest) a duly signed “statement of integrity”, which can be downloaded from the AFD website (https://www.afd.fr/en )or requested from SHUWASA.
  3. Expressions of Interest in One (1) Original and five (5) copies (including one soft copy on a flash disk) must be submitted in a scaled envelope clearly marked “Expression of Interest for Provision of Consultancy Services for Component 3: Technical Assistance to SHUWASA” and delivered to the address below no later than Tuesday 16″ May, 2023 at 1000hours at (local time) at SHUWASA’s headquarter:
  4. Expression of Interest will be opened promptly thereafter in public and in the presence of
    Applicant’s Representatives who may choose to attend in the opening ceremony at the SHUWASA bead office on 16″ May 2023 at 1030bours (Local time)
  5. Late submitted Expression of Interest, Electronic Expression of Interest, not received and
    opened and read out in public at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
