This request for Expression of interests follows the General Procurement Notice for this Project
that appeared in United Nations Development Business (UND8) Issue No. WB-0P0015674 of
28.11. 2021

The Government of the United Republic of Tanzania through the Ministry of Education Science
and Technology (MoST) has received financing from the World Bank toward the cost of the
Higher Education for Economies Transformation Project (HEET). Institute of Rural Development
Planning being beneficiary under MoST Intends to apply part of the profondes for consulting
services for undertaking Environmental and Social Impact Assessment (ESIA) at the Institute of
Rural Development Planning Miyuj Area -Dodoma.

The consulting services (the Services”) includes carrying out Environmental and Social Impact
Assessment (ESIA), develop the Environmental and Social Management Plan (ESMP) as well 88
Heakth and Safety Management Plan (HSMP) for the proposed construction of One multiple floors
Eco-friendly modern academic black for the institute of Rural Development Planning in
accordance with National regulations and World Bank Environmental and Social Framework. The
total duration for the entire assignment shall be Three (3) months.

The detailed Terms of Reference (ToR) for the assignment are available in the following website
www.tansps.go.tz_and_www.irdp.ac.tz. The Consultant will be required to register on the
Tanzania National Electronic Procurement System (TANePS) to be able to participate in this
selection process. All requests for clarification should be sent through TANePS and the Client will send Responses to Clarifications and Amendments through TANePS – https://www.taneps.go.tz
and email notification will also automatically be sent to those Consultants who have started
working on this Request for Expression for Interest. The Consultants will be responsible for
ensuring that any addenda available on the website is also downloaded and incorporated.

The institute of Rural Development Planning now invites eligible consulting firms
(Consultants) to indicate their interest in providing the Services. Interested Consultants should
provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services. The shortlisting criteria are:

A Core business and Five (5) years in business
B. Relevant similar experience, which should specifically include the following;

1) Proven experience of at least three (3) similar assignments completed in the past five (5) years
information to be provided should include name of assignment, name and full contact address of
the client, specific input, expert and task performed by the consultant under the assignment,
contract value (in equivalent US dollars) and period (dates) of execution of the assignments and the
role played in the assignment (Lead or J partner).

2) The firm should also submit as evidence at least three (3) sample reports accepted bry NEMC
related to the construction of buildings.
C. Technical and Managerial Capability of the Firm

The Consultant must provide the structure of the organization, general qualifications and number of Key staffs for each assignment expressed interest. (Do not provide CV of the Key staff). Key
Experts will not be evaluated at the shortlisting stage).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of
the World Bank’s Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate
dearly whether the association is in the form of joint venture and or a sub-consultancy. In the case
of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the
entire contract, if selected. Therefore, each member of JV shall independently most the
requirements of the evaluation criteria. The experience, technical & managerial capability of the
Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS)
method set out in the World Bank’s *Procurement Regulations for IPF Borrowers” of November
2020.

Expressions of Interest (EOl) must be delivered in : written form to the address below (in person,
by mail or by e-mail) by 08th
May, 2023 at 12:00 Hours East African Time. The firms which will
submit their EOl via e-mails must get confirmation of the receipt of their documents. In case the
firm does not receive acknowledgement within six hours after sending the documents via email

Expression of interests opening shall take place at Institute of Rural Development Planning Main
Campus Dodoma Area, Conference Room, on 08th May, 2023 at 12:30 Hours East African Time.
