CONSULTANCY SERVICE FOR DESIGN AND SUPERVISION CONSTRUCTION OF FIRE WATER TANK AND HYDRANT SYSTEM-GAS PIPELINE
Expression of Interest
This invitation for expression of interest follows the General Procurement Notice (GPN) which appeared in the PPRA, Tanzania Procurement Journal. Issue No. 12402 dated 3RD June, 2019.
Gas Company (Tanzania) Limited (GASCO) has set aside funds for its operation during the financial year 2019/20. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Consultancy Service For Design and Supervision of Construction of Fire Water Tank an Hydrant System Gas Pipeline.
GASCO now invites eligible consulting firms to indicate their interest in providing the services which include not limited to the following tasks:
- Carry out detailed technical survey and assessment of Kinyerezi and Somangafungu Gas Stations facilities for the purpose of designing fire water tanks and fire hydrant system.
- Develop preliminary and detailed design of Fire Water Tanks and Hydrant System at both stations including specifications of all materials to be used during construction.
- Prepare design and working drawings.
- Prepare Bill of Quantities (BOQ), construction cost estimate and tentative project implementation schedule during construction phase.
- Prepare bidding documents for procurement of contractor for the works using appropriate code of practice and PPRA standards for works.
- Assist the Client in bidder’s invitation and tender documents evaluation. Conduct contract negotiation and award.
- Prepare contract agreement which will be signed by Client and contractor.
- Administer the terms of construction contract during post contract stage including project management and supervision of the contractor at site.
The duration for the consultancy assignment is 20 months.
Gas Company (Tanzania) Limited now invites eligible consulting firms to indicate their interest in providing the above mentioned services. Interested firms must provide information indicating that they are qualified to perform the services.Such information include the following:
- Consultant’s profile,
- Business Registration Certificates
- Tax registration certificates such as TIN and VAT Certificates
- ERB Certificate
- AQRB Certificate
- Valid and Relevant Business License
- Description of at least three (3) assignments of similar nature, and experience in similar conditions. For each completed project. the Consultant shall provide the name and address of the Client, start and completed dates, name(s) of lead and associate firms. Cited projects with insufficient information shall not be considered
- Personnel capabilities by attachment of the curriculum vitae, academic certificate and other relevant testimonials.
Consultants must demonstrate capacity for execution of the project under Expressions of interest. Consultants may associate to enhance their qualifications. in case of associations, capacities of associated partners will be jointly examined.
A consultant will be selected in accordance with the procedures set out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013 Government Notice No. 446 (hereinafter called Procurement Regulations) as amended in 2016.
Selection will be conducted through the Quality and Cost Based selection procedures specified in the Public Procurement Regulations.
This is not a request for proposals. After a review of the expression of interest. a shortlist will be prepared, and shortlisted consultants will be invited to submit their proposals through a letter of invitation including specific terms of reference.
interested eligible consultants may obtain further information from the office of the Secretary of Tender Board, Gas Company (Tanzania) Limited, Plot No.1 Block D, Kibaga Street, Kinyerezi Gas Receiving Station, Dar es Salaam, Tanzania, Room No. 04 on the 1st floor from 9:00 to 15:00 hours from Monday to Friday inclusive except on Public Holidays.
Expressions of interest (Eol) must be delivered to the address below in a sealed envelope by hand or courier at Gas Company (Tanzania) Limited, Plot No. 1 Block D, Kibaga Street, Kinyerezi Gas Receiving Station, Dar es Salaam, Tanzania, Room No. 4 on the 1st floor at or before 11:00 hours on Friday, 13′” September, 2019. The envelope outer cover shall be clearly marked; Tender Number “PA/157/2019-20/C/05 for Consultancy Service for Design and Supervision of Construction of Fire Water Tank and Hydrant System Gas Pipeline. Not to be opened before 11:00 hours on Friday, 13thSeptember, 2019”.
Deadline for submission of bids shall be on Friday 13th September, 2019 at 11 :00 hours local time. Expression of interest will be opened promptly thereafter and in the presence of Tenderers representatives who choose to attend opening ceremony at Kinyerezi Gas Receiving Station, Board Room on the 1st Floor.
Late or Electronic Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
