REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

1. This request for expression of interest follows the General Procurement Notice for the Tanzania Transport Integration Project (TanTIP) that appeared in the UN Development Business Online on 14° June 2022.

2. The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds for Consultancy Services for TANROADS’ Capacity Strengthening — Engagement of Lead Environmental Specialist, Tender No. AE.001/WB-TanTIP- P165660/304088/2021/22/C/01: Re-advertisement.

3. The Consulting Services (“the Services”) include carrying out day to day implementation of the Environmental and Social Management Plans (ESMP), Health and Safety Management Plans (HSMP) as well as to follow-up the implementation of Environmental and Social Management Framework (ESMF) for roads and airports projects under TanTIP. This will involve carrying out timely and efficient monitoring of the implementation of environmental and social management actions for the road and import projects. The Lead Environmental Specialist will work for a Contract of 12 months which will be renewable upon satisfactory performance.

5. The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works and Transport now invites eligible individual Consultants to medicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

a) Education:

(i) The Lead Environmental Specialist shall be a holder of Degree in Environmental Management, Environmental Science, Climate Change Science or Environmental Engineering discipline.

(ii) Having Master Degree in related field will be an added advantage.

5) Working experience:

(i) He’She must have at least ten (10) years’ cumulative experience in addressing environmental and social issues for development projects.

(ii) He’She shall have at least five (5) year experience m the infrastructure sector, covering preparation of Environmental and Social Impact Assessments (including biodiversity impact assessment, noise impact assessment, cultural heritage impact assessment), preparation and monitoring of the implementation of Social Management Plans (ESMPs) and Health and Safety Management Plan (HSMP) in infrastructure projects.

(iii) The Lead Environmental Specialist should be computer literate with competency in word processing, spreadsheets, and slideshow program.

c) Language and regional experience:

(i) Must have a working experience of at least three (3) years in developing countries and

(ii) Proficiency in written and spoken English is mandatory.

6. The attention of interested individual consultants is drawn to Section IIT, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations’), setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”).
