INTRODUCTION
The municipality of Morogoro is served with the reliable transportation network which include TANZAM highway from Dar es Salaam to Tunduma on the border with Zambia and Dodoma highway which is important link to Northern and Western regions of Tanzania as well as neighboring countries like Rwanda, Burundi and Uganda, traffic along these highway is dominated by transit vehicles which usually stop in Morogoro town, in this regard the Morogoro Municipal council in collaboration with the Sokoine University of Agriculture seeks to develop MAFIGA project area to pleasing multipurpose facility providing bus stand services including standard and executive hotels shopping malls ticketing offices restaurant, banking facilities, office building and on transit mechanical services
Mafiga project is one of the strategic project that the Morogoro Municipal collaboration with SUA seeks to implement in the coming few years in order to provide an efficient infrastructure growth of various economic sectors
The objectives of the developing MAFIGA Project are
- Upgrade Morogoro Municipal to an acceptable tourist attraction as stopever to the rest of Tanzania
- Providing income generating opportunities
- Creating employment opportunities
2. LOCATION
Mafiga project area is located along Iringa road few KM From the famous Msavu round about on 90 Acre (33.8 Hectares) piece of land with an area in which will be used as a filling station
3. Morogoro Municipal now invites sealed Expression of interest from eligible reputable local investors to indicate their interest from design, building, finance, maintain, operate and transfer filling station at Mafiga Project area under (OT Contract) the interested eligible reputable local investors must provide information indicating that they qualified to provide the services as follows
- Demonstrate ability resources and expertise undertake the project
- Demonstrate relevant experience in undertake project of similar nature owned and leas project
- Demonstrated availability of appropriate skills to undertake the project
- Has legal capacity to enter into agreement under public partnership (build operate and transfer)
- Legal status and profile of the firm
- Company authorized representatives(name, address, telephone number and email address)
- Company structure
- Financial capacity minimum required id TSHS 1,000,000,000.00 CAHS FLOW
4. In additional for what requested for here above please provide registered power of attorney in favor of authorized representatives
5. Local investors will be selected in accordance with the public procurement Act No 7 of 2011, PUBLIC PROCUREMENT OF Regulation 2013- GN 446 and it’s amended of 2016
6. Selection will be conducted through the quality cost based selection, selection procedures specified in the public regulations
7. Interested and eligible investors may obtain further information from the office of the Municipal Tender Board Secretary, P.O. BOX 166 Morogoro from 8:30 – 3:30 PM on Monday – Friday inclusive except on public holidays or municipal Engineer
8. The shortlisted investors will be invited to submit technical and financial proposals

EOI will be opened promptly thereafter in public and in the presence of the local investors representatives who choose to attend in the opening Morogogo Municipal hall at 12:00
