PROVISION OF CONSULTANCY SERVICES FOR DESIGN, SUPERVISION FOR ESTABLISHMENT, DEVELOPMENT OF A NEW SUGARCANE ESTATE AND SUGAR FACTORY AT MKULAZI I SUGAR PROJECT, MOROGORO REGION.
EXPRESSION OF INTEREST
This Invitation for Tender follows the General Procurement Notice (GPN) for this Project which appeared in Daily News dated Thursday 28th February 2019 and Tanzania Procurement Journal (TPJ) Issue No.Vol XII-No. 10, and Public Procurement Regulatory Authority (PPRA) Portal dated Tuesday March 5th 2019.
The Government of the United Republic of Tanzania has set aside funds for the operation of the Mkulazi Holding Company Limited (MHCL) during the financial year 201 8/201 9. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for provision of consultancy services for design, supervision for establishment, development of a new sugarcane estate and sugar factory at Mkulazi 1 sugar project , Morogoro-Tanzania.
The Mkulazi Holding Company Limited now invites proposals for provision of consultancy services for design, supervision for establishment, development of a new sugarcane estate and sugar factory at Mkulazi 1 sugar project , Morogoro-Tanzania.
Interested consulting firms must provide information indicating that they are qualified to perform the services by submitting consultant’s profile including principal place of registration and business, description of having performed the relevant and similar assignment specifically in sugarcane plantation industry undertaking for at least three similar complexity irrigations system for at least Five years of years of experience, working experience in similar conditions and availability of appropriate skills among staff having precious experience in relevant and similar assignment from the tender invited Consultants may associate to enhance their qualifications.
The main objective of this assignment is to design and oversee supervision of infrastructural development of sugarcane estate and supply, installation and commissioning of the new sugar factory at Mkulazi | Estate (Ngerengere), Morogoro region The scope of services for this assignment for the prospective Consultant shall not be limited to the following:
- Collection of necessary data for detail design of the sugar factory, irrigation system, water storage dams and estate housing;
- Detailed designs of synchronized estate infrastructures entailing farm access roads, sugarcane fields, power supply system e.t.c;
- Detailed designs of water drainage, definite water supply and appropriate irrigation system;
- Detailed engineering design of the process layout, drawings of the machinery, equipment and facilities for installation of a modern state of art sugar factory;
- Supervision of the supply, installation and commissioning of a modern sugar factory; and
- Establishment and supervision of a modern seedcane nursery.
Interested firm must also submit the proof of being legal entity and being registered with relevant authorities under the country’s established laws.
The Consultant will be selected in accordance with the procedures set out in the Public Procurement Act of 2011 and the Public Procurement (Selection and Employment of Consultants) Regulations of 201 3 (As amended in 2016).
Selection will be conducted through the Quality and Cost Based Selection Procedures specified in the Public Procurement Regulations.

BOX 1079, Morogoro-Tanzania from 09:00 am to 4.00 pm on Monday to Friday inclusive except on public holidays.
Expression of interest (Eol) must be delivered in hardy copy sealed and clearly marked ”TENDER No. PA/150/2018-2019/C/06-LOT2 AND ITS RESPECTIVE TENDER DESCRIPTION NOT BE OPENED BEFORE 14:30HRS ON THURSDAY 18th JULY 2019”. All Expressions of Interest applications must be delivered to the address under paragraph 9 above on or before THURSDAY 18th JULY 2019” at 14:30 hours local time. Expression of Interest will be opened promptly thereafter in public and in the presence of Firms’ representatives who choose to attend the opening at the Mwalimu Nyerere Multipurpose Conference, Board Room, Mkulazi Holding Company Limited, Dodoma Road, Mbigiri Estate, DakawaMorogoro-TANZANIA.
Late expression of interest shall not be accepted for evaluation irrespective of the circumstances.
