INTRODUCTION HJFMRI
Is a collaborative effort that support PEPFAR funded HIV prevention treatment activities in the Southern Highlands and with the Tanzania Peoples Defense force HJF Medical research international INC Tanzania ia a local non-profit that has supported these effort since 2002 for the welter reed army institute of research, PEPFAR activities are conducted in close collaboration with the Tanzania Ministry of Health and the president’s office of the RAS and Local Government through the Regional and Council Health management teams
Working together the southern highlands program currently support 177,380 people on antiretroviral therapy and nearly one million have received counseling and testing services, WRP-T has enrolled more than 51,000 adolescence girls and young women I Tanzania into the DREAMS programs keeping the detained resilient empowered AIDS free, mentored and safe, SHL support more than 373 health facilities in Mbeya, Rukwa, Katavi and Songwe Regions. These collectively represent a c catchment area of about 5,200,000 million people, the TPDF program support 22,000 clients across 47 military health facilities in both Tanzania mainland and Zanzibar eight of which are zonal hospitals
The plains is to built a scalable SMS reminder platform that will address the challenge above and the evolving needs of the programs, observations noted include the fact that some of the clients miss their appointment because they are forget the appointment date/day while some forget to ask for their lab results during their appointment , furthermore sometimes results are missing from patients files so clinicians let them to go without proper counseling while lab results are already at the facility
THE OBJECTIVE OF THE ASSIGNMENT
HJFMRI/WRP-T wants to develop a system which can send the reminders on patient mobile phones of the date they are supposed to attend the clinic and also can notify them when laboratory result are out through SMS reminder supposed to attend the clinic and also to notify them when laboratory results are out and they should contact health service provider ad their next visit to the health facility
SPECIFIC TASK
- To develop requirement for setting up SMS reminder system which includes the following
- Appointment reminders
- Message on adhere getting alerts on the availability of viral load results
- Retention
- Conduct meeting with HJFMRI
- Staff to get an understanding of the system required
- Develop a system which matches the requirements of the HJFMRI Staff
- Test the system /pilot the system
- Train HJFMRI
- Staff on using the system
- Produce a user manual

TIMEFRAME
It is anticipated that the assignment will be completed in 6 months including the pre-test of the application interested companies are hereby requested to submit their expression of their interest that must include the following minimum requirements
- Company profile
- Certificate of incorporation /registration
- Current trade license/business permit
- Technical expertise to understand the RFP
- Current lists of clients where similar services are being provided or have been provided
- Names and CVS of key staff who will be handling the contract
- Audited financial statement for the last 2 years
