- The People’s Bank of Zanzibar Limited was established on June 30, 1966 under Company
Decree Cap. 153 which repealed by the Companies Act No. 15, of 2013. The primary function was to carry on the business of commercial banking. The Bank is owned wholly (100%) by the
Revolutionary Government of Zanzibar. The bank is a fully fledged commercial bank offering
conventional and Islamic banking services to both retail and corporate customers in Zanzibar and Tanzania Mainland. - The People’s Bank of Zanzibar Limited now invites eligible “Debt Collection Agent” to indicate
their interest in providing the services which include debt collection. The major task will be follow up and recovery from personal loan or financing customers that have failed to honor their facilities - Interested “Debt Collection Agent” must provide information indicating that they are qualified to perform the services by submitting the following
i. Company profile which detailed description of their background, history, company’s
business function and service, office locations including full contact address.
ii. Certificate of Incorporation from BPRA/BRELA. However, if the successful debt collector
has no Certificate of Incorporation from BPRA, they must be registered before signing of
contract.
iii. Memorandum and Article of Association.
iv. Certificate of registration from Zanzibar Public Procurement and Disposal Authority
(ZPPDA). However, if the successful debt collector has no Certificate of registration from
ZPPDA, they must be registered before signing of contract.
v. Power of Attorney authorizing signatories.
vi. Valid Business License.
vii. VAT and TIN Certificates.
viii. Bank statements for the last six (6 months).
ix. Audited Financial Statements for the year ended 31″ December 2021 duly authenticated by
NBAA approved firms or approved by President Office, Finance and Planning Zanzibar.
x. Experience in debt collection services in banking industry in at least two (2) large
commercial banks within Tanzania. References should be attached.
xi. Detailed CV’s, qualification and copies of certificates for all employees that will be engaged
in these services. - Debt Collectors will be selected in accordance with the procedures specified in the Public
Procurement and Disposal of Public Assets Act No. 11 of 2016. - Selection will be conducted through the “Quality based” selection procedures specified in the
Public Procurement Regulations. - For more clarification, Interested applicants may obtain further information at the office of the
Secretary of Tender Board, PMU Office – Mpirani, Second Floor from 09:00-15:30hours on
Monday to Friday except on public holidays. - Expressions of Interest (Fol) must be delivered to the address below Secretary of Tender Board,
PMU Office-Mpirani, Second Floor at or before 11:00 am on Wednesday, 08 February 2023.
Documents will be opened 11:15 am in public and in the presence of applicants’ representatives
who choose to attend in the opening at the Conference Room, PBZ Head Office – Mpirani, at
Zanzibar Insurance Head Quarter Building. - Late Expressions of Interest shall not be accepted for evaluation irrespective of the
circumstances.
