Invitation for Tenders (Second Phase)

1. This Invitation for tender follows the General Procurement Notice for the Government Procurement Services Agency for the 2020-2021 financial year that appeared in the Tanzania National e-Procurement System (TANePS) Portal (www.taneps.go.tz) dated 14th September, 2020.
2 The Government of Tanzania has set aside funds for the operation of the Procuring Entities during the Financial Year 2021-2022. It is intended that part of the proceeds of the fund will be used to cover eligible payments for the Supply and Provision of Common Use terms and Services (CUIS) using Framework Agreements (FWA’s).
3. The Government Procurement Services Agency [GPSA] now invites fully completed tenders from eligible Suppliers and Service Providers of CUIS using FWA’s.

4. Tendering will be conducted through the National Competitive Tendering proceduns specified in the Public Procurement Regulations, 2013 – Government Notice No. 446 as amended in 2016, and is open to all Tenderers as defined in the Regulations.
5. A complete set of Tendering Documents(s) in English and additional set will be downloaded from www.taneps.go.tz by interested and eligible tenderers.
6. Immediately after award of tenders for Common Use items and Services (CUIS), all awarded tenderers shall be required to pay One Hundred Thousand Tanzanian shillings (Tsh. 100,000.00) as an Agency fee in accordance to Public Procurement Regulation (as amended in 2016). The payment for the same shall be made through CONTROL NUMBER generated on TANEPS. And thereafter, the Tenderer shall be able to access all CUIS tender opportunities advertised in the TANePS for the Financial Year 2021/2022.
7. All tenders must be accompanied by a Tender Securing Declaration in the format provided in the Tendering Documents.
8. Tenderer may quote for one or mare item(s) as indicated in the Schedule of Requirements within a specified Region in the schedule of delivery points. Evaluation of tender and award of Framework Agreement will be on regional basis.
9. Tenderer is restricting to quote for more than one region in a single application. If a tenderer wishes to quote for more than one region should bid separately equal to the number of regions desired. All tenders should be submitted online through TANePS at or before (as per table above). Tenders will be opened promptly electronically thereafter.
10. Tenders not submitted online through TANePS shall not be accepted for evaluation irrespective of the circumstances.
11. NOTE: All suppliers and Service Providers who submitted their tenders during first publication of March, 2021 and are successful following the notice for intention to award issued on 10th May, 2021, are not required to apply for these tenders.
