TANZANIA RURAL AND URBAN ROADS AGENCY (TARURA) MBEYA

INVITATION FOR TENDERS

DATE: 15th JULY, 2019

1. This Invitation for Tenders follows the General Procurement Notice which appeared in PPRA Tanzania Procurement Journal and Tender Portal Issue No. 1821-6021 VOL.XII-No. 24 dated 11/06/2019.

2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Tanzania Rural and Urban Roads Agency (TARURA) in Mbeya Region during the financial year 2019/2020. It is intended that part of the proceeds of the funds will be used to cover eligible payment under the contract for the Upgrading, Construction and Maintenance of Roads and Bridges in Mbeya Region.

3. The Regional Coordinator TARURA – MBEYA on behalf of the Chief Executive Officer TARURA now invites sealed Tenders from eligible Contractors Registered by Contractors Registration Board ( CRB ) in various Classes for caring out projects as they appear below:

4. Tendering will be conducted through the National Competitive Tendering Procedures as specified in the Public Procurement Regulation, 2013 – Government Notice NO.446 and its amendment is open to local contractors as stated in the Tender Data Sheet.

5. The interested Eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of, The Secretary, Delegated Regional TARURA Tender Board at the Regional Coordinator office, Mbeya Regional Coordinator office, P.O. BOX 1840, and Mbeya from 07.30 to 15.30 hrs on Monday to Friday inclusive except on Public Holidays.

6. The arranged site visit for TARURA Busokelo District, Rungwe District and Kyela District will be held on 17th July, 2019, Chunya District and Mbarali District will be held on 18th July, 2019 and Mbeya City Council and Mbeya District will be held on 20th July, 2019 at the respective Council Manager’s Office. Pre-tender meeting will be held at the council manager’s office immediately after the site visit.

7. A Complete set of Tendering Document(s) in English Language and additional sets may be purchased by interested Tenderers on the submission of a written application letter to the address above and upon payment of a non – refundable fee of Tshs. 100,000/=( One Hundred Thousand only). Payment should be made through the Account No. 53010001080 namely NMB Branch – Kambarage, and submit bank pay in slip after being issued a control number to access arranged payments which
shall be prepared by Accounts Office at the Regional Coordinators Office.

8. A bidder may participate in more than one tender in a Council BUT shall not be awarded more than Two (02) tenders in the Council BUT limited to three(03) tenders in the Region.

9. All Tenders must be accompanied with a Tender Securing Declaration in the form provided in the Tendering Documents.

10.All Tenders in one original plus three (03), properly filled in, and enclosed in plain envelopes must be delivered to the address:
The Secretary, Delegated Regional TARURA Tender Board, Regional Coordinator’s Office, P.O. Box 1840, Mbeya.

11.The invitation is open to local Contractors as defined in Public Procurement Regulation GN.No.446 of 2013 as amended in
2016.Eligibible class-Local contractors registered by Contractors Registration Board for class VII and above.

12.The deadline for submission of tenders is Monday 29th July, 2019 at 10:00 hour’s local time. Tender sent by post must be registered. tenders will be opened promptly thereafter in public and in the presence of Tenderer’s representatives who choose to attend in the opening at Regional Coordinator’s Office (TARURA) Conference Hall.

13.Late tenders, portion of tenders, electronic tenders, and tenders not received, tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstance.
