Introduction:
ICAP at Columbia University’s Mailman School of Public Health is the recipient of a five-year PEPFAR-funded cooperative agreement beginning in October 2021 from the Centers for Disease Control and Prevention (CDC)to support comprehensive community- and facility-based HIV and VMMC services in Mwanza region.
Invitation to quotes for refreshments package provision to clients at PEPFAR supported facilities:
ICAP now is looking for a reputable and registered organization to provide refreshments packages for adolescents, pediatrics clinics and clubs in Mwanza region, the below categories show the number of clients for each district districts to be catered per day. The refreshments packages are expected to be offered at each facility within the districts where the clients will be attending their appointments.

General criteria for submission:
i. The quote for refreshments shared should comprise of breakfast, lunch and mineral water.
ii. Interested suppliers will need to indicate clearly, they are best possible financial proposal and demonstrate their logistical capacity in the districts and what strategies to ensure services will be timely to each facility offered to them.
iii. Commitment to food safety, quality and preservation is necessary to ensure quality services as well as maintaining high level of hygiene in its value chain.
iv. Potential bidders must have relevant licenses and certification from authorities for food services provision.
v. The public tender opening will be made in the presence of all bidders or their official representatives, we encourage all bidders to attend through zoom call where the zoom link will be shared in advance of the tender opening ceremony.
vi. Bids not received and opened in public at the public tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
vii. The tender validity period is 14 days.
viii. Selection criteria will be lowest price, technically evaluated and acceptable based on technical specifications and other criteria described above.
ix. ICAP reserves the rights to disqualify any offer based on failure to follow solicitation instructions.
x. ICAP reserves the rights to waive minor proposal deficiencies that cannot be corrected prior to award determination to promote competition
xi. ICAP will be contacting all those that have submitted quotes to confirm contact person, address and that bid was submitted for this solicitation.
xii. The evaluation of bids will be conducted as per ICAP procurement guidelines.
The bidders shall submit with its bid the following additional documents:

  1. Business introduction letter
  2. Business/company profile
  3. Valid business license
  4. Tax identification number (tin)
  5. Valid tax clearance certificate
  6. Value added tax registration certificate (if any)
  7. Certificate of incorporation (if any)
  8. Article of association (if any)
  9. Memorandum of association (if any)
  10. Experience justification
  11. Letter for recommendation from at least three well-known companies
    How to apply:

i. Bidders are allowed to quote in full, or in part of the service and submit as one application

iii. All quotes must be in Tanzanian Shillings.
