PROVISION OF JOB EVALUATION CONSULTING SERVICES EXPRESSION OF INTEREST

Background

TAZAMA Pipelines Limited (TPL) transports Crude Oil via a 1,710 KM Pipeline running from Dar-es-Salaam,Tanzania to Ndola, Zambia. It has its Regional Offices ln Tanzania, Kigambonl District Area, Dar es Salaam and Zambia, in Bwana Mkubwa, Ndola.

Introduction
TAZAMA has revised its organization structure In order to ensure continuous Improvements in the implementation of Its mandate with consistent response to ever changing external environment within the energy sector, as well as the dynamics of the general labour market and remuneration policies. In this regard, the Company intends to undertake a job evaluation exercise In order to ensure a consistent evaluation, grading and remuneration of jobs within the establishment which will lead to development of an attractive Remuneration Policy.

Objectives

The objectives of the assignment includes, but not limited to evaluation of all jobs and coming up with the following:

  • Standardized job evaluation methodology which will be used in future years
  • A coherent salary structure of the TAZAMA.

Scope of Assignment

The assignment will be conducted for Tanzania only. The scope of the assignment Includes, but not limited to, the following:

  • Provision of an Inception Report with details of the situational analysis with recommendations on the most appropriate Job Evaluation Methodology and a Job Evaluation process program with detailed guidelines
  • Development of training material, provision of training and working with the Job Evaluation Committee to evaluate all jobs within TAZAMA

Provision of a final report on the assignment with the following specifics:

  • The process and methodology used
  • New salary structure for all jobs evaluated, and recommendations on how to conduct future job evaluation A
  • Recommendations for a future salary administration policy

Methodology
The Consultant will, as part of the bid for the assignment, be expected to demonstrate competency by detailed submission of the methodology regarding how assignment will be undertaken.

Requirements

Corporate

In order to qualify for further evaluation, Consulting Firms must

Provide Company Profile with proof of legal incorporation.

Be a Reputable Company with presence in Zambia.

Demonstrate capacity to perform Job Evaluation Assignment within the agreed time frame of delivery. Provide proof of understanding Job Evaluation Principles

Provide proof of Organizational, Financial and Technical Capability to carry out the assignment as detailed in the scope.

Provide proof of past and/or present experience in performing tasks similar to the assignment for the past five (5) years. Provide bio-data of key staff to implement the assignment including qualifications , experience, certifications, etc.

Submit at least live (5) references (with express permission to be contacted) for previous similar assignments. Submit financial proposal required to fulfill the assignment.

Lead Consultant
The consultant shall have among its staff an Expert with:

Appropriate qualification such as Bachelor or post graduate qualification in Human Resources Management or closely related held, and be affiliated to recognized professional institution(s) (e.g. the Zambia Institute of Human Resources Management etc).

At least live (5) years post qualifying experience in conducting job evaluation Processes, three (3) of which must be within the past live (5) years. Clearly stated references for works previously performed.

Fluency in written and spoken English.

Responsibilities

Responsibilities for Consultant
The consultant shall be expected to: Provide transport, accommodation and related allowances to its staff and ensure that they are on-site at all times. Provide the computers and related equipment to its staff Provide stationery and other related materials for producing reports for the assignment. It Is essential that the consultant be on-site for the duration of the assignment.

Responsibilities for Client

The client shall:

  • Provide all available information and relevant documentation to the consultant as and when required. Appoint the Job Evaluation Commlttee and ensure that members are avallable for meetings and training at all times.
  • Make all the necessary logistical arrangements for tralnlng and sesslon venues.
