  1. The Prime Minister’s Office, Policy, Parliament and Coordination has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of Agriculture and Fisheries Development Programme (AFDP) Loan no. 200001519 and intends to apply part of the financing for the purchase of these goods. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Agriculture and Fisheries Development Programme (AFDP).

The Agriculture and Fisheries Development Programme (AFDP) includes Procurement of Procurement of One Tractors (95) and Field implements (harrow, seeder and plough).

  • This IFB follows the general procurement notice that appeared on the IFAD website on 9° Sept, 2022, the United Nations Development Business (UNDB) website on r Sept, 2022.
  • The purchaser now invites sealed bids from eligible entities (bidders) for the provision ofProcurement of Set of Tractor (1 No.) and Field Implements (1 No. of Harrow, 1 No. of Seeder and 1 No. of Plough to be delivered at TARI within 4 weeks of contact signature.More details on these goods and related services are provided in the schedule of requirements in this bidding document.
  • This IFB is open to all eligible bidders who wish to respond. Subject to restrictions noted in the bidding document, eligible entities may associate with other bidders to enhance their capacity to successfully carry out the procurement.
  • The goods and related services and the contact expected to be awarded, are divided into the following lots: NIA
  • Bidding will be conducted using the national competitive bidding (NCB) method, the evaluation procedure for which is described in this bidding document, in accordance with the IFAD Procurement Handbook which is provided at www.ifad.org/project-procurement. The NCB process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
  • Please note that a pre-bid conference will not be held as described in the bid data sheet (BDS), Section III of the bidding document.
  • Interested eligible Tenderms may obtain further information from and inspect the tendering document through TANePS. A complete set of tendering document(s) in   English may be accessed through
    www.taneps.gotz.
  • Bidders are required to register on the TANePS and pay tender participation fee indicated in the TANePS to be able to participate in this tendering process.
  • Bidders shall be aware that Bids submitted outside of the TANePS will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid-securing declaration (as required) in the manner and amount specified in the bid data sheet.
  • Tenders not received through TANePS shall not be accepted for evaluation irrespective of the circumstances.
  • All tenders must be properly filled in and submitted through TANePSat or before 14:00 hrs Monday, at 28°December, 2022.Tenders will be opened promptly thereafter through TANePS. Tender opening details will be available to the public through TANePS.
