Assignment Title: PROVISION OF CONSULTANCY SERVICES FOR:
01 DESIGN REVIEW OF DRAWINGS. REVIEW OF ESTIMATES AND TENDER DOCUMENTS
(ii) SUPERVISION FOR CONSTRUCTION OF THE FOLLOWING TEACHING AND LEARNING BLOCKS:-
a. LABORATORY COMPLEX
b. TWO (2) STUDENTS HOSTEL BLOCKS, 500 MALES AND 500 FEMALES WITH ADJOINING FACILITIES, INCLUDING CAFETERIA AND SHOPPING CENTRE
c. TEACHING/LABORATCRY BLOCK FCR SCHOOL OF AGRICULTURE

This request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-0P0015874 of 28.11.2021.
The Government of the United Republic of Tanzania through the Ministry of Education Science and Technology (loEST) has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation Project (HEET) in Tanzania, and intends to apply part of the proceeds for consulting services.
The consulting services (-the services) include carrying out i. Review of design, bidding documents and cost estimates.
h. Supervision for construction of teaching and learning facilities that include Laboratory Complex. Two(2)Students Hostel Blocks of which 500 males and 500 females with adjoining facilities, including Cafeteria and Shopping Centre and Teaching / laboratory block for School of Agriculture all to be built at main campus Tunguu, Southern Region, Zanzibar
The total duration for the entire assignment shall be 36 months from the date of contract signing while the supervision assignment will be carried out up to the end of defect liability period, the estimated level of effort is 95.99 staff-months.

The State University of Zanzibar now invites eligible consulting firms (“Consultants’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the requited qualifications and relevant experience to perform the Services. The shortlisting criteria are:
A. Core business and 10 years in business
B. Relevant similar experience, which should specifically include the followings,
Information to be provided should include name of assignments, role played by the firm, names and full contact addresses of the clients, contract value of the services rendered (in equivalent US dollars), name of financier and period (dates) of execution of assignments
li. Demonstration of experience of work in similar conditions
C. Technical and managerial capability of the firm
The Consultant must provide the structure of the organization, general qualifications and number of Key staffs. (Do not provide CV of the Key staff. Key Experts will not be evaluated at the shortlisting stage).
The attention of interested Consultants is drawn to Section paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a Joint Venture and/or a sub-consultancy. In the case of a Joint Venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.
A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection (COBS) method set out in the Procurement Regulations.
