East African Crude Oil Pipeline (EACOP) LTD (EACOP LTD) invites experienced and
reputable companies to express their interest in providing valuation services to the East
African Crude Oil Pipeline (EACOP) Project.
The EACOP Project involves the construction and operation of an underground and
cross border pipeline to transport crude oil for export to international markets. The pipeline
will run from Kabaela, Hoima District in Uganda to the Chongoleani peninsula near Tanga
Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will De in
Tanzania.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
EACOP is seeking an experienced consultant to work closely with EACOP teams to design
and implement EACOP’s Community Road Safety in coordination with EACOP’s internal
and operational road safely commitments including the EACOP Road Safety Policy. The
scope includes
Engaging with national, regional and local road safely stakeholders with and on behalf of EACOP
The success of the community road safety program will require close engagement with stakeholders. The service provider will engage with road sefty stakeholders at all levels, from notional government to local communities.
In close collaboration with the different EACOP teams, developing and implementing EACOP’s road traffic crash and injury response policy and mechanism
Should a road crash or injury occur along the project traffic routes, quick and effective response will be needed. The service provider will work with the EACOP team to develop a policy and mechanism to respond in such cases.

Developing and implementing community road safety activities in communities directly and indirectly impacted by EACOP’s activities targeting he most at risk and vulnerable community stakeholders
The project traffic routes will pass through diverse communities – urban and rural, highway and rural roads. The service provider will develop road safety activities targeting different groups of road users – drivers, pedestrians, cyclisis, school children, herders, etc.
Undertaking road infrastructure safety assessments, audits and making recommendations for improvement and, if requested, designing and implementing the recommendations
In some areas, road infrastructure interventions may deliver community safety improvements, for
example through the reduction of speeds around schools and areas of pedestrian activity. For
stretches of road that are planned for upgrading, the service provider will audit designs and provide recommendations to improve safety. In other areas, the service provider will identify high risk. locations, undertake road safety assessments and prepare designs for improvements. The service provider will work alongside road infrastructure contractors to ensure design recommendations are implemented.
Designing and implementing a monitoring and evaluation system in order to understand the impact of the road safety program, and to identifying opportunities for improvements
The service provider will develop and implement a system for monitoring road crashes and injuries
on the project route and for evaluating the effectiveness of the road safety program.
Ad-hoc inputs on road safety such as reviews, training and capacity building and support for media campaigns
The EACOP Community Road Safety Program is one port of EACOP’s broader commitment to
road safety. The service provider will be requested to provide ad-hoc consultancy advice on areas
beyond those listed above, such as driver training, traffic routing and media campaigns.
The EACOP Community Rood Safety Program will be implemented along the entire length of the
pipeline corridor, as well as along the main rocks : Dodoma and Arusha in Tanzania.
Organizations expressing interest must be able to demonstrate significant experience working on
similar assignments in East Africa.
MINIMUM REQUIREMENTS
Companies or organizations expressing their interest are invited to document their request
with: Interested service providers should provide the following information:

  • Understanding of Scope of Work (1 page max.)
  • Organizational information – relevant experience, capacity and governance
  • (2 pages max.| Proposed approach to providing the required services (2 pages max.)
  • Valid Business License.
  • Proof of registration with the Tanzania Revenue Authority (TRA), BRELA and
  • Tax Clearance Certificate for the latest year available.
  • Application for registration with the EWURA local Supplier Service Provider
  • ILSSPI database at the time of submission of the response to this expression
  • of interest is strongly recommended.
  • Compliance with local Content Regulations, 2017 and local Company
  • definition.
  • Proof of Anti corruption, Anti bribery, Compliance and Human Rights
  • Policies

Companies which have the ability, capacity, and resources to implement the activities listed above

Statements of EOI should be no more than ten (10) to twenty (20) pages long.
All Expression of Interests should be submitted in English Language.
Note: Note: EACOP LTD will review and assess the documents provided by companies that have
expressed interest in accordance with this El and conduct evaluations based on internal criteria to
determine which companies wil be included in the list of prequalified companies. Onl the
prequalified companies will receive, by signing a Non-Disclosure Agreement INDAI, invitation bid
as a continuation of the call for tender process. EACOP LTD reserves the right at its sole discretion
to make the decision to select or reject a company and maintain its decision without having to give
reasons C the company concerned.
