Total Energies East Africa Midstream B.V. [Company] Tanzania, an Oil and Gas company, requires the services of a company or organization with proven experience of successfully developing, installing, and training the end users with a subsequent helpdesk service of and for a cloud-based Local Content Reporting Platform (LCRP) for the East African Crude Oil Pipeline {EACOP] Project.
The EACOP Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabala in Hoima district Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km], of which 1°147 km will be in Tanzania
BRIEF DESCRIPTION OF SCOPE OF WORK:
EACOP requires the services of a suitably experienced and reputable company or organization to develop, install and commission a lit for purpose, LCRP that satisfies the following key requirements:
- Operate in the cloud and be able to restrict access to selected functions only to suppliers and organizations holding EACOP issued and controlled passwords.
- Support the registration of local vendors in Uganda and Tanzania to enable the automatic notification of Expressions of Interest (EOI).
- Enable suppliers to report local / national content achievements and performance on discrete password protect end input forms that enable EACOP to view each supplier’s input status, against reporting deadlines.
- Ability to analyses vendor, supplier, local / national content data and create reports compliant with the requirements of the Tanzanian and Ugandan authorities and analyses trends against local/ national targets.
- Vendors are encouraged to outline any existing or olentiat additional functional abilities of the application that enhance its usefulness to EACOP, and its ability to Build capacity in local / national vendors and suppliers.
- End user training programs delivered either face-to face or within the application to EACOP, vendors and suppliers supported by a multi-lingual helpdesk service.
MINIMUM REQUIREMENTS:
Companies or organizations expressing their interest are required to submit documentation of their:
- Extensive performance record of, and capacity to develop and install/commission a fit for-purpose, cloud-based computer application; train end users and maintain a multilingual (preferably Swahili and English helpdesk accessible to Tanzania and Uganda, in compliance with all relevant national and international Standards.
- Key suitably qualified and experienced personnel able to understand EACOPs needs in relation to Tanzania and Uganda local/national content legislations and regulations and develop the computer application.
- Compliance with either Tanzania or Uganda minimum local content requirements including application for registration with the EWURA Local Supplier Service Provider (LSSP} database in Tanzania at the time of submission of the response to this expression of interest is strongly recommended, or Proof of registration with the National Supplier Database YNSDI in Uganda at the time of submission of the response to this expression of interest is mandatory.
- Compliance with Local/National Content Regulations, in Tanzania/Uganda.
- Evidence of organization QHSE policy, procedure, and process in compliance with applicable Local and Industry standards for similar works.
- Appropriate licensing from relevant in-country authorities in Tanzania/Uganda or the provision of the services.
- Proof of registration with the Tanzania/Ugandan Revenue Authorities and Tax Clearance Certificates for the late year.
