REQUEST FOR EXPRESSION OF INTEREST
FOR REFERENCE NO. MST-TZ-20230220

Daqing Oilfield Construction Group Co., Ltd. (hereinafter as DOCG), as a CONTRACTOR for Storage & Terminal of EACOP Project, invites experienced and reputable contractors that have demonstrable capability, willingness, ability and availability to perform related works to express their interest in providing various services in the description to the East African Crude Oil Pipeline (EACOP) project.

There are three (2) packages planned for Storage and Terminal as follows:

1. Package-1: Provision of cleaning, cooking, laundry, and housekeeping services related services to EACOP Team. (Ref: MST-TZ-20230220-001)
2. Package-2: Supply Pest control (Ref: MST-TZ-20230220-002)

Should you be interested in participating in any or all of the packages please provide below minimum requirements that clearly specify the package(s) of interest, including the reference number(s).

Package-1: Provision of Provision of cleaning service, cooking service, laundry related services, and housekeeping services to EACOP owners at temporary camps in compliance with Western catering standards.

The services include but not limit to, the following:

1. Provision of laundry and cleaning services.
2. Provision of cooking services.
3. Provision of housekeeping services.

Minimum Requirements:

1. Proof of business registration and business license for Tanzania
2. Registration with the Tanzania Tax Revenue Authority
3. Proof of Tanzania Tax Clearance Certificate for the latest year available
4. Good Financial capacity to deliver the services as required.
5. Compliance with petroleum (local content) regulations, 2017 and local company definition for Tanzania.
6. Service standards meet the requirements of HACCP standards, in addition to having the certification of enterprises preferred.
7. Have the resources and ability to provide services in the TANGAarea.
8. Experience in field camp services and management for engineering projects.
9. Proof of registration/application to local supplier service provider (LSSP) database at the time of E01 submission is strongly recommended

Package-2 : : Provide pest control services for temporary camps in the field of engineering projects.

The services include but not limit to, the following:

1. Provide fumigation and other environmentally friendly forms of pest control methods that meet the requirements of environmental protection (the main pests to be removed are termites, rats, vipers, mosquitoes, etc.)
2. Provision of other related pest control services.

Minimum Requirements:

1. Proof of business registration and business license for Tanzania
2. Registration with the Tanzania Tax Revenue Authority
3. Proof of Tanzania Tax Clearance Certificate for the latest year available.
4. Good Financial capacity to deliver the services as required.
5. Compliance with petroleum (local content) regulations, 2017 and local company definition for Tanzania.
6. Experience in the control of pests in temporary camps in the field. g. Proof of registration/application to local supplier service provider (LSSP) database at the time of E01 submission is strongly recommended.

Interested companies with the capacity to provide the services listed above should express their interest in English language by sending the above documents to [email protected] (not exceeding 20mbs) or before 17:00 hours East African Time (EAT), on 6th March, 2023. Subject of the email should be E01 for MST-TZ-20230208-001/002- COMPANY NAME.

Companies satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non-Disclosure Agreement (NDA), a detailed pre-qualification questionnaire for further evaluation by Company. DOCG reserves the right not to consider companies that submit an incomplete dossier.

Note: Only prequalified companies will receive invitation to submit bids in furtherance of the call for tender process.
