Assignment Title: CONSULTANCY SERVICES FOR TECHNICAL AUDIT FOR THE DAR-ES-SALAAM MARITIME GATEWAY PROJECT (OMGP)

The Tanzania Ports Authority (TPA) secured cream from the World Bank towards the cost of the DAR-ES-SALAAM MARATIME GATEWAY PROJECT, and Intends to apply part of the proceeds for consulting services.
The consulting services (the Services) will be comprehensive technical audit, and Includes an analysis of the Implementation process of the Program, reviewing both activities that have been completed and those in progress. This will include, but not admitted 10, examination of the quality of designs, quality of works executed and those in progress, the conformity of the procurement processes for works, goods and consulting services with applicable rules and guidelines, and conformance of the Program with agreed Performance criteria, as described in the Project Appraisal Document (PAD) and the Project Implementation Piano (PIP). The technical annual will also examine the management and financial aspects of the project.
The specific objectives and scope of the consultancy services have been detailed In the TOR which can be accessed through the TPA website: https://ports.go.tz/index.php/en/publications/reports-annual-reports.and.accounting/410, The main project components to be Implemented under this program include the fob owing:
1. Strengthening and Deepening of Gertns 1-7 and construction of a new mult-purpose berth,
2. Dredging of entrance channel and harbor taming basin:
3. Strengthening and Deepening of Berths 8-11;
4. Improvement of Rall Layout in the port.
5. Consultancy Services for Pre-Contract Services and Supervision for Strengthening and Deepening of Bern 1-7 and Construction of a new mult-purpose berth;
6. Consultancy Services for Pre-Contract Services and Supervision for Strengthening and Deepening of Bertns 8-11. The TPA now invest eligible consulting firms (Consultants’) to express their Interest in Providing the Services. Interested Consultants should provide Information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants should indicate their core business and years in business. The shortlisting omens are:
(i) The Consultant should be in related business for at least ten years.
(ii) The Consultant must have undertaken at least two (2) Technical Audits related to construction or monetization of ports or related marine structures.
(iii) The firm should have managed 2 contracts of at least USD 300,000 In the last ten years.
(¥) The firm should Indicate availability of technical staff for the assignment who should

(b) Geo technical Specialist
(c) Quantity Surveyor
(d) Dredging Specialist
{e) Hydro graphical Expert
(f) Railway Engineer
Note: Key expert will not be evaluated at the shortlisting stage.

World basics policy on conflict of interest.
Consultants may associate wan other firm in the form of a joint venture of a sub consultancy
10 enhance their qualifications (firms in associations should Intake further “Lead”, “IV
Partner’ or “Sub-Consultant).
A Consultant will be selected in accordance with the Quality and Oost Based Selection
(QCBS) method set out in the Consultant Guidelines.
