TENDER NO: AE/001/2022-23/HQ/C/08

  1. The Government of the United Republic of Tanzania has received financing from the World
    Bank toward the cost of the Tanzania Transport Integration Project and intends to apply part of the proceeds for Consulting Services for Design Review and Supervision of Rehabilitation of Lake Manyara Airport, Tender No: AE/001/2022-23/HQ/C/08.
  2. Lake Manyara Airport has a gravel surfaced runway oriented at 12/30 having a total length of
    1220meter and 21 meters wide Runway (1220m x 21m) with PCN 5300Kg. The aerodrome is
    elevated at 4150FT AMSL and reference temperature 24.0°C. It is generally a domestic airport in the Northern Zone serving primarily tourists.
  3. The Consulting Services (“the Services”) include Supervision for the Rehabilitation Works at
    Lake Manyara Airport. The professional staff to be provided by the Consultant is estimated at 175 person-month. The time frame for execution of the assignment is 24 months of supervision for Rehabilitation of the airport and 12 months of Defects Liability Period. The expected start date of the assignment is May 2023.

  5. Within this context, the Consultant shall be entrusted with the following responsibilities as
    described in the Terms of References (TOR) for the Assignment:
    a) Review of existing design of runway, taxiway, and apron of Lake Manyara Airport to
    accommodate ATR 42 and equivalent aircraft.
    b) Design review for the Access road to accommodate the change in alignment.
    c) Review design drawings and advice the client where necessary.

d) Design review of Airfield Ground Lights (AGL), DVOR/DME and other appropriate
Navigational Aids facilities.
e) Design review of the Passenger Terminal Building which accommodates a control tower on top
and MET facilities.
f) Supervision of the works contract to ensure that the works comply with the approved design,
drawings, specifications, conditions of contract and sound engineering practice.
g) Supervision of maintenance activities during the Defects Notification period.

  1. Tanzania National Roads Agency (TANROADS), an Executive Agency of the Ministry of
    Works and Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
    (i). Core business of the firm and years in business,
    (ii). Experience on similar assignments in the last ten (10) years,
    (iii). Experience in undertaking similar assignments in Africa or developing countries, and
    (iv). The technical and Managerial capability of the firm (provide only the structure of the
    organization, general qualifications and number of key staff. Do not provide CVs of staff. key
    experts will not be evaluated at the shortlisting stage).
  2. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17
    of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020
    (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. Consultants may associate with other firms to enhance their qualifications but should indicate
    clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  4. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS)
    method set out in the Procurement Regulations.

  6. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose
    information on the successful Consultant’s beneficial ownership, as part of the Contract Award
    Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
