Various efforts have been made by the Local Government Authorities in protecting local government forests including forests under village governments and wildlife habitats, but still, the Local Government Authorities lack the financial and technical resources to adequately reduce the natural resources depletion rate at these forests. Government budget allocations to the forest sector have for years been minimal. Given the importance of the Local Government Forests and increased community dependence on increasing deforestation and degradation, WWF Tanzania recently supported PO-RALG to organize policy forums for awareness creation on decentralization by devolution, powers, roles and responsibilities of all stakeholders for sustainable management of forest resources in Tanzania. The workshop recommendations identified the need to develop a Local Governments Sustainable Forest Management Program/Strategy for unlocking sustainable financing to support LOA§ sustainable forest resources management. It is against this background that PO-RALO in partnership with WWF Tanzania seeks to recruit a consultant to facilitate the development of the National Forest Landscape Restoration Program and at least two (2) fundable restoration proposals for sustainable management of Local Government forests in Tanzania.
The objective of the consultancy
The overall objective is this assignment is to develop a National Forest Landscape Restoration Program and at least 2 fundable restoration proposals for the sustainable management of Local Government forests in Tanzania. Specifically, the consultant will be required to; Work with the PO-RALG Forest Sector staff and facilitate the development of a National Forest Landscape Restoration Program for sustainable management of Local Government forests in Tanzania, to facilitate the development of at least 2 fundable project proposals within the overall forest restoration program to unlock financial resources from different sources for restoration of Local Government forests in Tanzania. and propose effective institutional partnerships for a sustainable restoration program in the LOA forests and Undertake capacity building and training sessions to strengthen PO-RALG staff capacity on developing winning forest restoration project proposals.
