REQUEST FOR PROPOSALS – RFP : CONSULTANCY – DOCUMENTATION OF LEADING THE CHANGE PROGRAMME (LTC)SUCCESSES, BEST PRACTICES, AND LESSONS LEARNED

Background of consultancy assignment/ project: Leading the Change (LTC); Civil Society, Rights, and Environment is a five years Programme that aims to strengthen local communities to sustainably manage resources; develop civil society capacity; and tackle the existing energy gaps in efficiency, access, affordability, and sustainability. Funded by the Swedish International Development Cooperation Agency (Sida), the programme is designed to tackle threats to biodiversity in the Selous-Ruvuma landscape and contribute to the sustainable management of key ecosystems and habitats .LTC Programme desired change is that “by 2022, people in the Selous-Ruvuma Landscape are effectively controlling decisions and receiving full benefits from natural resources & exercise their rights for ensuring that the ecological integrity is sustainably managed and use of sustainable, clean and affordable renewable energy is increased”.

For the last five years, LtC Programme has implemented interventions across four thematic areas: forest, wildlife, marine, climate change, and energy in District Councils of Tunduru, Namtumbo, Newala, Kilwa, Rufiji, Kibiti, Masasi, Lindi, and Mtwara.

It’s against this background that LtC Programme seeks to hire a consultant to is to extract and document the successes, lessons, and best practices.

The objective of the consultancy: is to take stock of the achievements made by the programme with particular emphasis on successes, best practices, and lessons learned to inform future programming document 10 case studies of successful intervention across five thematic areas: forest, wildlife, marine, climate change, and energy as well as a Gender/Human Right

Based Approach (HRBA). EXPECTED DELIVERABLES: Ten (10) case studies (at least 2) per thematic area; An e-book on Programs successes, lessons, and best practices and 50 hard copies of a max of 25 paged booklets Programs successes, lessons, and best practices

QUALIFICATIONS AND SKILLS: Proven experience in identifying lessons and documenting lessons learned; Expertise in lesson learning and documentation methodology; Excellent facilitation, presentation, and writing skills; Experience in collabo- rating and/or working with CSO’s and Government; Fluency in spoken and written English and Swahili; Good research skills and experience; Access to the highest quality filming, light, sound, designing, and editing equipment/programs; Knowledge and experience in conservation or natural resources management will be an added advantage.

APPLICATION PROCEDURE: Interested and appropriately qualified (individual) consultants are invited to submit their application comprising of the following:

  • A cover letter detailing how their experience maps to the objectives and requirements of the consultancy (maximum 1 page)
  • Three links to work samples demonstrating the most relevant previous productions.
  • Updated and customized CV, including contact details of at least two professional references
  • Financial proposal showing a detailed cost breakdown, including daily fee rate, daily allowances, direct costs/reimbursable expenses, and any applicable taxes;
  • Brief presentation of the team, with CVs and functional responsibilities of the key people to be engaged in work;
  • COVID-19 containment measures;
  • Registration and other relevant statutory/tax documents will be required from the successful bidder prior to contracting but should not be submitted at this stage.
