CONSTRUCTION WORKS, SUPPLY, INSTALLATION, COMMISSIONING AND PROVISION OF OPERATIONAL TRAINING ON TWO BRAND NEW WEIGHBRIDGE SCALE AND WEIGH-IN-MOTION FACILITY AT KIMOKOUWA (NAMANGA) IN ARUSHA REGION
1. This Invitation for Tenders follows the General Procurement Notice (GPN) for this Project which appeared in the Public Procurement Regulatory Authority (PPRA) Tender Portal for the Financial Year 2018/19.
2. The Government of the United Republic of Tanzania has set aside funds for the operation of the Tanzania National Roads Agency (TANROADS) during the financial year 2018/19. It is intended that part of the proceeds of the fund will be used to cover eligible payments under the contract for the Construction works, Supply, Installation, Commissioning and Provision of Operational Training on Two Brand New Weighbridge Scale and Weigh-in-Motion Facility at Kimokouwa (Namanga) in Arusha Region, Tender No.AE/001/18/19/HQ/W/84
3. The Tanzania National Roads Agency (TANROADS) through the Ministry of Works, Transport and communications (MOWTC) now invites sealed tenders from eligible Civil Engineering contractors for Construction works, Supply, Installation, Commissioning and Provision of Operational Training on Two Brand New Weighbridge Scale and Weigh-in-Motion Facility at Kimokouwa (Namanga) in Arusha Region.
4. Tendering will be conducted through the International Competitive Tendering (ICT) method specified in the Public Procurement Regulations, Government Notice No. 446 of 2013 and subsequent Public Procurement (Amendments) Regulations 2016, Government Notice No. 333 of 2016; and is open to all Tenderers as defined in the Regulations unless otherwise stated in the Tender Data Sheet.
5. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the The Secretary, TANROADS HQ Tender Board, 4th Floor, Airtel Building, Ali Hassan Mwinyi/Kawawa Roads Junction, Dar es Salaam; Telephone: +255 22 292 6001/6 Fax No. +255 22 2926011; between 08:00 am and 16:30 pm from Monday to Friday inclusive, except on public holidays.
6. A complete set of tendering documents in English (and additional copies) may be purchased by interested Tenderers at the above office, on submission of a written application to the address given above and upon payment of a non-refundable fee of TShs. 300,000 (Tanzania Shillings Three Hundred Thousand Only) or its equivalent in freely convertible currency for each set, which has to be paid with reference to Government e-Payment Gateway System (GEPG) – Control Number to be issued by the Accounts Section at TANROADS Headquarters.
Bidders can collect the tendering documents between 08:00 a.m. and 04:30 p.m. from Monday to Friday inclusive, except on public holidays at the Employer’s Head office in Dar es Salaam. Documents will not be dispatched by courier service.
7. Tenders shall be valid for a period of 120 days after Tender opening, and must be accompanied by a “Tender Security” in original and in an acceptable form in the amount of TShs. 300,000,000 (Tanzania Shillings Three Hundred Million only) or its equivalent in a freely convertible currency, and the tender must be submitted or be sent by a registered post to: The Secretary, TANROADS Headquarters Tender Board, 4th Floor, Airtel House, Ali Hassan Mwinyi/Kawawa Roads junction, P. O. Box 11364, Dar es Salaam, TANZANIA so as to reach him on or before the deadline for submission of tenders.
The Tender Security shall be clearly addressed to: The Chief Executive, TANROADS, P. O. Box 11 364, Dar es Salaam. The Tender Security shall be valid for Twenty eight (28) days beyond the end of the validity of the tender.
8. The deadline for submission of Tenders shall be at 10:00 am. on 19th July 2019.
Tenders will be opened in public in TANROADS Conference Room, 4th Floor, TANROADS Headquarters, Airtel House, Ali Hassan Mwinyi/Kawawa Roads Junction, Dar es Salaam, immediately after submission deadline and in the presence of Tenderers’ representatives who choose to attend. The outer cover of the Tenders must be clearly marked “Construction works, Supply, Installation, Commissioning and Provision of Operational Training on TWO Brand New Weighbridge Scale and Weigh-in-Motion Facility at Kimokcuwa (Namanga) in Arusha Region, Tender No. AE/001/2018-19/ HQ/W/84”.
9. A combined Site visit and Pre-tender meeting will be held on 28th June 2019 at the Regional Manager’s office, TANROADS Arusha. The site visit will commence at 09:00 a.m.
10. Late Tenders, portion of Tenders, electronic Tenders, Tenders not received, and Tenders not opened at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
