CONSULTANCY SERVICES TO CONDUCT ESIA FOR 2D SEISMIC DATA IN EYASI WEMBERE – TPDC HQ
Expression of Interest
1. This Invitation for Tenders follows the General Procurement Notice for this Tender which appeared in the PPRA, Tanzania Procurement Journal, Issue No. 12206 dated 21st June 2018.
2. The Tanzania Petroleum Development Corporation (TPDC) has set aside funds for its operation during the financial year 2018/2019. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for Consultancy Services to Conduct ESIA for 2D Seismic Data in Eyasi Wembere -TPDC – HQ.
3. The objective of the assignment is to conduct Environmental Impact Assessment (EIA) for 2D seismic survey for the Eyasi Wembere Block.
The consultant will be required to carry out the task but not limited to the following: Fill in EIA application form (Available from NEMC) and submit to NEMC on behalf of the client as per EIA and Audit regulations of 2005 and revised 2018.

B) Undertake scoping exercise and prepare a scoping report and Terms of Reference (ToR) for the study and submit to NEMC for approval.
C) OnceToR has been approved, undertake EIA study based on the following sub-tasks:
Task 1:Project Description: Provide a brief description of the relevant parts of the project, diagrams, and pictures of using maps (at appropriate scale) where necessary.
Task 2:Stakeholder Identification: Identify and analyze all the relevant stakeholders in the project including (but not limited to) government relevant Ministries and Departments
and all neighbors (North, South, East and West) and communities and all other relevant stakeholders.
Task 3: Description of the Environment: Assemble, evaluate and present baseline data on the relevant environmental characteristics of the study area. Include information.on any changes anticipated before the project commences.This includes: Physical environment: Climate, weather, land area, elevations, natural drainage basins, flood plains and slopes, water features, soil, vegetation, environmental sensitive areas.The man-made environment which includes physical structures, public infrastructure, parks, man-made lakes, mines and rock quarries.

B. Biological environment: Lacustrine (lake) environment, benthic communities, Fish, birds (migratory seasons) and Invertebrates, rare or endangered species; sensitive habitats, including parks or reserves, significant natural sites, etc.;species of commercial importance; and species with potential to become nuisances, vectors or dangerous within or in areas adjacent to project-related development sites.
c. Socio-cultural environment: Administrative boundaries, Fisheries and Tourism, identification and description of wildlife/livestock migratory routes.
The consultant shall indicate sources of data and methodologies used to acquire data.The relevant international and national standards of noise levels, water and air quality etc. must be applied when comparing between the existing and anticipated impact of project.
Task 4:Legislative and Regulatory Considerations:
Describe the pertinent regulations and standards governing environmental quality, health and safety, protection of sensitive areas and protection of endangered species.
Task 5:Determination of the Potential Impacts of the Proposed Projects:
Distinguish between significant positive and negative impacts, direct and indirect impacts, and immediate and long-term impacts quantitatively, in terms of environmental costs and benefits. Assign economic values when feasible.Characterize the extent and quality of available data, explaining significant information deficiencies and any uncertainties associated
with predictions of impact.
Task 6: Analysis of Alternatives to the Proposed Project:
Describe alternativesthat were examined in the course of developing the proposed project and identify other alternatives which would achieve the same objectives.The concept of alternatives extends to siting, technology selection.Compare alternative terms of potential environmental impacts; capital and operating costs;suitability under local conditions; and institutional, training, and monitoring requirements. When describing the impacts, indicate which are irreversible or unavoidable and which can be mitigated. To the extent possible, quantify the costs and benefits of each alternative, incorporating the estimated costs of any associated mitigating measures .Include the alternative of not undertaking the
project, in order to demonstrate environmental conditions without it.
Task 7: Development of Management Plan to Mitigate Negative Impacts:
Recommend feasible and cost-effective measures to prevent or reduce significant negative impacts to acceptable levels. Estimate the impacts and costs of those measures, and of the institutional and training requirements to implement them. Prepare a management plan including proposed work programs, budget estimates,schedules,staffing and training requirements, and other necessary support services to implement the mitigating measures. Specifically, the consultant is required to investigate: Safe distance for shot points and receivers for seismic survey from water sources, water wells, water dams, rivers, High tension power transmission lines and bridges, houses as per Oil and gas exploration Practice;

b. Ways to co-exist between oil and gas activities with conservation measures of identified society of ethnic minority and other cultural issues;
c. Advice on selection of seismic sources during data acquisition (e.g appropriate uses of dynamite, air guns or vibroseis/vibrators;
d. Mitigation measures to protect the water drainage system in the project area during survey;
e. Propose convenient and safe landing/anchorage pathway forseismic boat sin the salt lakes(Kitangiri and Eyasi)
Assist in coordinating the environmental assessment with other government agencies, Wildlife/Tourism or environmental regulators in obtaining the views of local NGOs, local stakeholders and other affected groups, and in keeping records of meetings and other activities, communications, and comments and their disposition. Suggested activities may include inter-agency scoping session, environmental briefings for project staff and inter-agency committees support to environmental advisory panels, public forum and others.
Task 10: National StakeholdersConsultation:
Collaborate with the project proponent in planning and execution of the Nationalstakeholder engagement workshop in Singida,Shinyanga, SimiyuTabora, Arusha, Manyara Regions
Outputs of the Assignment:The following documents will contain the approved deliverable/ outputs for this assignment:
a. An Inception report (5 hard copies) setting out a detailed methodology and plan of work shall be delivered within one (1) week after commencement of the services.
b. Draft Scoping Report (10 hard copies) shall be delivered within two (2) weeks after approval from NEMC to undertake EIA.
c. Presentation of Environmental and social Impact assessment draft to TPDC selected Officers and Directors for obtaining comments from them, shall be delivered within six (6) weeks after commencement of the services.
d. Draft Environmental and Social Impact Assessment Report (10 hard copies, electronic copies on CD in PDF and editable format preferably in Microsoft Word)shall be delivered within eight (8) weeks after commencement of services.
e. Final Environmental and Social Impact Assessment Report (10 hard copies, an electronic copies on CD in PDF and editable format preferably in Microsoft Word) to be delivered within two (2) weeks after receiving and incorporating NEMC’s Technical Advisory Committee and approved by Tanzania Petroleum
Development Corporation (TPDC).
A consultant will be selected in accordance with the proceduresset out in the Public Procurement Act No. 7 of 2011 and the Public Procurement Regulations, 2013-Government Notice No. 446 and its amendment of 2016 including the following minimum requirements;
i. Legal requirement:The interested consulting firm shall submit Company’s Profile, valid and relevant Business License, TIN and VAT Certificate, evidence for payment of current NEMC annual subscription fee (Firm’s EIA expert annual fee), registration with NEMC as Environmental Impact Assessment Expert (Firm and not Individual Consultant), BRELA and Municipal/City Council,
i) Legal requirement:The interested consulting firm shall submit Company’s Profile, valid and relevant Business License, TIN and VAT Certificate, evidence for payment of current NEMC annual subscription fee (Firm’s EI
II) Experience Requirement:The interested consulting firm should have experience of undertaking at least three (3) successful projects on Environmental and Social
Impact Assessment projects in oil and Gas.
iii) Financial Capability:The Consulting Firm is required to express the financial capability by submitting recent audited financial statement of the current two (2) years consecutively
OBLIGATIONS OF THE CLIENT
TPDC as a client will provide liaison with the Government Ministries and Departments order to introduce the consultant to them. However, the Consultant shall be fully responsible for collecting data and information from these agencies.The client will make available;study reports including appendices, etc. relevant to the assignment, that have been carried out
by orfor the client and any other relevant data available, which are necessary for the proper execution of the assignment and will organize a one day workshop atTPDC headquarters for the Consultant to present the draft of ESIA to theTPDC geoscientists.
A) LOCAL CONTENT AND CAPACITY BUILDING
TPDC will participate in the process as part of capacity building of its technical staffsfor the duration of the project.The contractorshould provide field work training/on job training
regarding EIA issues.The contractor shall prepare a training schedule as part of transfer of knowledge and capacity building toTanzanians.
b) INSTITUTIONAL ARRANGEMENT
The Consultant will be responsible to the Managing DirectorTPDC,;and will report to the Director of UpstreamOperations (DoU).
- EXPECTEDTIME FRAME
The Environmental and Social Impact Assessment study is expected to be completed within six (6) monthsfrom the date of award of the contract. - This is not a request for proposals. After a review of the expression of interest, a shortlist will be prepared, and shortlisted consultants will be invited to submit their proposals
through a letter of invitation including specific terms of reference.

Deadline for submission of bids shall be on Tuesday 13th August 2019 at 11:00 hours local time. Late tenders. Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances
