CONSULTANCY WORK TO REVIEW THE TANZANIA HUMAN RIGHTS DEFENDERS’ PROTECTION MECHANISMS
INTRODUCTION
The Tanzania Human Rights Defenders Coalition (THRDC) is an umbrella organization of more than 150 human rights focused organizations operating in both Tanzania Mainland and Zanzibar. The main focus of the Coalition is to put on the ground efforts towards enhanced security and protection of human rights defenders (HRDs) in the United Republic of Tanzania. THRDC is the only human rights defenders protection organization in Tanzania established in 2013. As an umbrella organization the Coalition is entitled to ensure HRDs are protected and their working environment is secured for the optimal execution of their roles. For the fully execution of its protection roles, THRDC has planned to conduct a comprehensive review of the current HRDs protection mechanism in Tanzania with an intention of developing a modernized, decentralized, well-articulated and contextualized HRDs protection mechanism that can respond effectively and timely to the current HRDs security demands in Tanzania. The existing protection mechanisms were established in 2013 by the Coalition to ensure free and secured HRDs working environment in Tanzania.
MAIN OBJECTIVE OF THE ASSIGNMENT
To review the existing Tanzania Human Rights Defenders’ protection mechanisms and referral mechanisms (Local. Regional and International)
SPECIFIC OBJECTIVES
- To assess performance of the current THRDC’s protection mechanisms from 2013 to 2017 including digital protections measures,
- To identify and review available HRDs regional and international referral mechanisms for HRDs in Tanzania.
- To propose areas of improvements for better provision of protection services including digital security
- To develop THRDC’s HRDs regional and international emergency support referral policy. 3.0
DELIVARABLE OF THE ASSIGNMENT
Inception report
- A comprehensive document of THRDC’s HRDs Referral policy (Local, Regional and International) developed .
- THRDC’s HRDs protection mechanisms reformed and documented
- A report on the current status of HRDs protection mechanism in Tanzania
TIMELINE
This assignment is expected to be accomplished within a one month after signing the contract 5.0
QUALIFICATIONS AND EXPERIENCE
Education; A diploma or degree in the held of risk assessment and security management for human rights . defenders and social organizations
The Consultant/team is expected to have the following capacities :
- 10 years experience in working with HRDs protection mechanisms at National and international levels
- Experienced in assuming the same or related assignment before
- Well-articulated, knowledgeable, motivated and timelines observer
- Excellent writing and presentation skills.
- Be fluent in English and Swahili languages
INSTITUTIONAL ARRANGEMENT.
The consultant will be directly supervised by the THRDC secretariat with immediate supervision from the Coalitions’ National Coordinator.
