REQUEST FOR EXPRESSION OF INTEREST : MANAGEMENT OF LIVELIHOODS RESTORATION PROGRAMME FOR EACOP PROJECT

TotalEnergies East Africa Midstearn B.V Company Tanzania on Oil and Gas company .Invites experienced and requtable organizations to express their interest in providing servises to the East African Cruide Oil pipeline (EACOP) project selected to livelhoods Restoration Programme Management.
The EACOP project involves the construction and operation of a buried , cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets.The pipeline will run from Kabale in Hoima District ,Uganda to Chongoleani , Tanga region, in Tanzania .The length of the pipeline is 1,443KM of which 1147KM will be in Tanzaniatraveling (8) eight regions,comprising Kagera ,Geita,Shinyanga,Tabora,Singida,Dodoma , Manyara and Tanga and 27 administrative district councils and 231 villages
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The Company requires to land comdor and associated locally site for the construction and operation of the pipeline land acquisition process is being understanding and under the Tanzania legal framework complaint with International Financing Standards.The provision of redocument agricultural land to project Allocated period (PAPs) and livelhoods restoration enobling support are provided to project Affected Households
Based on the highlived livelhood restoration programme described in the nine Restoration Action Plan (RAPs) (One per region and one for the priority Areas or 12 como site and cooting yard .The project is seeking a reputable experienced Tanzania partner agricultural with ability and capacity to manage the implimentation of EACOP’s livelhood Restoration Programme for just over 8000 project Affected.Households (PAHs) across the affected the communities located along with entire pipeline in Tanzania.This scope excludes the priority Area or companies and coding yard and the Marine Stage Terminal site of Chongoleani Penirsulo.The scope require excution of severs key comonsents of the livehood restoration programme described in the RAPs:
1.Lnd Preparation and Planting of Replacement Agricultaral Land (RA1)
2.Maize Improvement programme (RA2)
3.Cige Distribution (RA3)
4.Poshy Production (RA4)
5.Livestock (RA5)
6.Beekeeping (RA6)
7.Enterprise Development (RA7)
These programme need to be designed and delivered in away that meets the local contert,possible delivery rechanism and to the extent possible households choices .It is not anticipated that all programmes will be delivered in all companies.
The scopes requires the physical presence of selection partner organization shall inthe field as well as direct interaction with local stakeholders and households under the supervision and guidance of Company staff.The management scopes may be divedd into regained or serching work packages and Company will allow Tenders to submite a proposal for one or several or all packages.
MINIMUMREQUIREMENTS
Organization expressing their interst are invites to documents their request with
1.Proof of registration as instution whose activities are directly linked with livehoods restoration,improvement or development
2.Proof of registration with the Tanzania Authority and Tax (TRA) Clearance Certificates for the later year available
3.Brief description of experience and capacity to implement livehoods restoration ,improvement or development programmes /projects under Tanzanian law to rural communities or implementation of such programme under Tanzania laws international financing standards for large infrastructure project in Tanzania experience and capacity to manage large programmes , subscristracting partners and working in collaboration with local goverment and privete sector markets actors.
4.Proposal key personnel who will work on this project and their relevent knowlenge and experience in implementing such programmes
5.Applicationfor registration with the EWURA Local Supplier Service Provider (LSSP) database at the time of submission of the response to this expression of interest is strongly recommended.
