INVITATION FOR BIDS (IFB) FOR PROCUREMENT OF SUPPLY AND INSTALLATION OF ACCOUNTING SOFTWARE FOR NGARA LOCAL AREA DEVELOPMENT PROGRAM.

The Ngara District Council located in Kagera Region, has received fund from Regional Rusumo Falls Hydroelectric Power Project / WORLD BANK through NELSAP/ under the program of LADP and it intends to apply part of the proceeds of the fund to eligible service providers under the contract for Procurement of Supply and Installation of Accounting Software for Ngara Local Area Development Program.
The Ngara District Council now invites sealed tenders from eligible tenderers for Installation and Commissioning of LADP Accounting Package Software as described in the Terms of Reference (TOR) attached in the tender document.
Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in The Public Procurement Regulations. 2013-Government Notice No.446 and Public Procurement (Amendment) Act 2016 and Regulations, 2016 and is open to all Bidders eligible as defined in the Regulations.
Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the office of The Secretary of Tender Board, Ngara District Council, P.O.BOX 30, Ngara from 7.30am to 3.30pm on Monday to Friday inclusive except on public holidays. A preabid meeting which potential bidders may attend will be held on Friday, 15th November, 2019.
A complete set of bidding documents in English Language and additional sets may be purchased by interested bidders on submission of a written application letter to the address given under paragraph 4 above and up on payment of non refundable fee of Tsh.50,000/= to Ngara District Council Cashier.
All bid must be submitted in two parts. The first part shall contain Technical and Commercial information in duplicate along with Bid Security enclosed in a sealed envelope duly super scribed as “Technical Bid”. Technical part shall not contain any pricing information. The‘ Second part shall contain the price quoted by the bidder in a separate sealed envelope duly super scribed as “The Bid Price”.
Both bids le. Technical Bid & Price Bid shall be kept in another sealed cover duly super scribed as Tender for Installation and Commissioning of LADP Accounting Package Software. All documents comprising Technical Bid and Price Bid shall be in one original plus three copies and must be delivered to The Secretary of Tender Board, Ngara District Council, P.0.BOX 30, Ngara. Late bids will be rejected.
Deadline for submission will be on Monday Tuesday 3rd December, 2019 at 10.00 hours local time. Bids will be opened in the presence of Bidders’ representatives who choose to attend in the opening at the Ngara District Council Meeting Hall.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded contracts.
