REQUEST FOR EXPRESSIONS OF INTEREST (NATIONAL COMPETITIVE SELECTION)
The Government of the United Republic of Tanzania has allocated funds in financial year 2019-20 towards the cost of carrying out consultancy services for Feasibility Study, Detail Engineering Design, Environmental & Social Impact Assessment and preparation of Tender Documents for the Upgrading of Temboni Matosa -Goba (6.99Km), Makabe Junction a Msakuzi (8Km) and Kimara -BonyokwaKinyerezi (8.01Km) to Bitumen Standard.
The allocated funds will be used to cover eligible payments under the Contract for Consultancy Services. The proposed roads are in Dar es Salaam Urban Transport Master Plan of 2018 which has a concept of turning Dar es Salaam into a Transit Oriented Mega city by 2040. The upgrading of these roads in Dar es Salaam region is part of the Government strategy of reshaping the growth of the rapidly sprawling city by improving mobility, accessibility, affordability and integration to most of service areas and satellite cities in the region taking into account the future traffic demand forecast. 3. The scope of the Consultancy assignment (“the Services”) includes the following:
· Carrying out Feasibility Study including the Preliminary Design, Economic Evaluation, Cost Estimates, Preliminary Environmental & Social Impacts and Survey of Properties to be affected by the construction works;
· Carrying out Detailed Engineering Design, including Detailed Environmental and Social Impact Assessment, development of Resettlement Action Plan and preparation of bidding documents.
The Tanzania National Roads Agency (TANROADS) is an Executive Agency of the Ministry of Works, Transport and Communication now invites eligible Consultants to express their interest in providing the above-mentioned services. Interested Consultants must provide information indicating their qualifications for performing the services. Such information may include brochures, description of assignments of similar nature in the last 10 years, experience in similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment, etc. For each project performed, the Consultant shall provide the name and address of the Client (including email), date(s) of execution, name(s) of Lead and Associate firms
Consultants may associate with local or foreign firms to enhance their qualifications. The association must be in the form of Sub-Consultancy or Joint Venture only. Partners in association must demonstrate capacity for execution of the project under expressions of interest. Foreign firms must associate with local firms, otherwise they will not be considered in the shortlist.
A Consultant will be selected in accordance with the Public Procurement Act No. 7 of 2011 and Public Procurement Regulations Government Notice No. 446 of 20lh December 2013 and heir amendments, 2016.
