SPECIFIC PROCUREMENT NOTICE

1.This Invitation for Bids follows the General Procurement Notice for this project that appeared in United Nations Development Business Online no. WB 4892 of October, 2015

2. The United Republic of Tanzania has received financing from the World Bank toward the cost of the South West Indian Ocean Fisheries Governance and Shared Growth Program (SWIOFish) and intends to apply part of the proceeds toward payments under the contract for Proposed Construction of Administration Office at Mafia Island Marine Park at Mafia Island in Mainland Tanzania.

3. The Government of the United Republic of Tanzania through Ministry of Livestock and Fisheries (Fisheries) now invites sealed bids from eligible contractors registered in Class Four and above by the Contractors Registration Board for Construction of a Single Storey Building of RC Frame, Block wall in-fill, complete with all Services Installation. Included in the works is a small Power House, Guard House and External works. The construction period is 8 months with 12 months Defects liability period. Margin of Preference is not applicable for this Project.

4. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of goods, works and non-consulting services under IBRD Loan and IDA Credit by World Bank Borrowers January, 2011; revised July, 2014.(“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5. Interested eligible bidders may obtain further information from the Project Coordinator, South West Indian Ocean Fisheries Governance and Shared Growth Project SWIOFish or Secretary Ministerial Tender Board office at Temeke Veterinary Complex, along 131 Nelson Mandela Road Dar-es-Salaam Tanzania Tel+255~22-21861910/2860470 and inspect the Bidding Documents at the address given below from 0900 hours to 1500 hours Monday to Friday, excluding weekends and public holidays.

6. A complete set of Bidding Documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of TShs. 150,000.00 or an equivalent amount in a freely convertible currency. The method of payment will be cash or banker’s cheque payable to the Permanent Secretary Ministry of Livestock and Fisheries (Fisheries).

7. Bids must be deposited In the Tender Box located in ground floor Room No. 23 in the Ministry of Livestock and Fisheries Temeke Veterinary Complex 131 Nelson Mandela Road, at or before 10.00 hours’ local time on 28th November, 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 10.00 hours local time on 28th November, 2019. 

8. All bids must be accompanied by a Bid Security in the form of “Unconditional Bank Guarantee” in the amount and currency of the bid security shall be: TZS; 15,000,000/= in favour of Permanent Secretary (Fisheries), Ministry of Livestock and Fisheries P. O. Box 2847, Dodoma.

9. A site Visit is proposed for all interested eligible Bidders on 11th November 2019 at 10.00 Hours.
