REQUEST FOR EXPRESSIONS OF INTEREST

THE PROVISION OF CONSULTANCY SERVICES FOR PREPARATION OF A LOCAL ECONOMIC DEVELOPMENT STRATEGY FOR TANGA, ARUSHA, MBEYA AND MTWARA (PACKAGE 1)

This request for expression of interest follows the General Procurement Notice for the Tanzania Strategic Cities Project that appeared in the UN Development Business online of April 22 2010.

The Government of the United Republic of Tanzania has received a credit from the International Development Association (IDA) towards the cost of Tanzania Strategic Cities Project (TSCP) – Second Additional Financing (AF2), coordinated by the President’s Office, Regional Administration and Local Government (PO-RALG) through Project Coordination Unit (PCU) within the Tanzania Rural and Urban Roads Agency (TARURA). It is intended that part of the proceeds of the credit will be used to cover eligible payments under the contract for the Provision of Consultancy Services for Preparation of a Local Economic Development Strategy for Tanga, Arusha, Mbeya and Mtwara (Package 1).

The main objective of this assignment: is to develop a local economic development strategy, action plans, projects and programs for the participating LGAs – Package 1(i.e. Tanga CC Arusha CC Mbeya CC and Mtwara Mikindani MC). This will be achieved through collection of all relevant data/information for future planning and analyzing them to identify future actions for the LGAs as well as other stakeholders.

The consulting firm will: (i) assess the growth potential of the participating LGA’s economy in comparison with the national economy in various areas; (ii) identify existing main sectors and growing sectors of the formal and informal economy of the area through identifying contribution of existing main sectors and sub sectors in the LGA, and growth rates of sectors and sub-sectors; (iii) analyze leading economic sectors; (iv) assess LGA’s Business Environment and how the LGA services its businesses and its responsiveness to needs of business; (v) assess

LGA’s human development potential; and (vi) propose, through analysis of information collected in activities (i) to (v) above, strategic choices and develop a Local Economic Development (LED) strategy document for each of the participating LGA

The Permanent Secretary, PO-RALG, now invites eligible consulting firms (‘’Consultants’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (i) experience in providing planning support to local authorities’ development programmes in a participatory approach in Sub-Saharan Africa; (ii) specific experience in urban development & economics and familiarity with the

prevailing national strategies towards poverty eradication.; and (iii) successful execution of at least three similar assignments (by size and complexity) in the last ten (10) years in an urban or peri-urban environment Information to be provided should include name of assignment name and full contact address of the client, specific input, experts and tasks performed by the consultant under the assignment, assignment value (in equivalent US dollars), period (dates) of execution of assignment etc.

Firms may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. Note that: The REOI for this consulting services – Package 1 – (Tanga CC, Arusha CC Mbeya CC and Mtwara MC) is being been advertised concurrently with Package 2 (Mwanza CC, Dodoma CC, llemela MC and Kigoma MC) and both packages will be executed simultaneously. Hence, in order for a firm shortlisted in both packages to be contracted for both packages, it must propose separate Key Experts in each package in both Technical and Financial Proposals.

A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
