FOR SUPPLY OF METERS AT LAKE ZONE REGIONS UNDER FRAMEWORK AGREEMENT
INVITATION F OR TENDERS
1.This Invitation for Tenders follows the General Procurement Notice for this Project which appeared in Public Procurement Regulatory Authority (PPRA) Portal dated 30th August, 2019.
2. The Tanzania Electric Supply Company Limited (TANESCO) has set aside funds for its operations during financial year 2019/2020 and it intends to apply part of the proceeds of this fund to cover eligible payments under the contract for which this invitation is issued.
3. TANESCO now invites sealed Tenders from eligible Tenderers (Local Manufacturers) for Supply of Meters in Lake Zone Regions under Framework Agreement.
4. Tendering will be conducted through the Restricted National Competitive Bidding (RNCB) specified in the Public Procurement Regulations, 2013 Government Notice No. 446 read together with Public Procurement Amendment Regulation, 2016 Government Notice No 333 and is open to all Tenderers as defined in the Regulations.
5. Interested eligible Tenderers may obtain further information from the office of the Secretary of the Delegated Zonal Tender Board, TANESCO Lake Zone Mwanza Station P.0. Box 812 Mwanza. Telephone No. +255 28-2541-629 from 09:00 hrs to 16:00 hrs on ‘Mondays to Fridays inclusive except on public holidays.
6. A complete set of Tendering Document(s) in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 5 above and upon payment of a nonrefundable fee of TZS 118,000.00 VAT Inclusive or equivalent Payment should either be by Banker’s Draft, or Banker’s Cheque, payable to TANESCO Ltd, PO. Box 812 Mwanza. Bidding documents may be dispatched by courier upon payment of the non-refundable fee. The Tenderer shall pay courier charges for posting the document. The purchaser shall resume no responsibility for late delivery of bidding documents couriered. Payment should be paid to TANESCO LTD Head Office or Lake Zone.
7. All tenders must be accompanied by a Bid Securing Declaration in the format provided in the Tendering Documents.
8. All Tenders in one original plus three copies, properly filled in, and enclosed in plain envelopes marked TENDER NO: PA/001/2019-20/LZN/G/39 FOR SUPPLY OF METERS IN LAKE ZONE RE GIONS UNDER FRAMEWORK AGREEMENT (NOT TO BE OPENED BEFORE 14:30 hours 6‘h December, 2019) must be delivered to the Secretary Delegated Zonal Tender Board, TANESCO Lake Zone Mwanza Station Road P.0. Box 812 Mwanza. Telephone No. +255 28-2541-629, at or before 14.30 hours (Local Time) on Friday, 6th December, 2019. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening Ceremony at Lake Zone PM U Office.
8. The scope of supply will involve supply of Meters categorized in five (5) Lots; bidders are free to bid for any complete lot or combination of lot(s) of their choice; however the award for each bidder shall not be more than two (02) Lots. Orders will be given at first to all suppliers; next orders will be given to the suppliers who will complete the delivery of the previous order first. Contract shall be awarded to successful bidders whose bids will be found to be the lowest evaluated. Incomplete or partial bids submitted by the bidder will be rejected.
9. Late Tenders, portion of Tenders, electronic Tenders, and Tenders not received, Tenders not opened and not read out in public at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
