EAST AFRICA PUBLIC HEALTH LABORATORY NETWORKING PROJECT

Tendering for Supplying, Installing, Training and Commissioning of Four(4) Incinerators,Three (3) for Isolation centre’s Muhimbili National Hospital, Mawenzi RRH, Mwanza Busweluand one (1) for National Public Health Laboratory MabiboDsm.
1. This invitation for bids follows The General Procurement Notice for this project which appeared in UN development Business, issue no. 3577 of August, 2015
2. The United Republic of Tanzania through the Ministry of Health Community Development, Gender, Elderly and Children has received funding from International Development Association (IDA) towards the coast of East Africa Public Health Laboratory Networking Project. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for Supplying, Installing, Training and Commissioning of Four (4) Incinerators, Three (3) for Isolation centres MNH, Mawenzi RRH, Mwanza Buswelu and one (1) for National Public Health Laboratory MabiboDsm..
3. Ministry of Health Community Development, Gender, Elderly and Children now invites sealed bids from eligible and qualified bidders for Supplying, Installing, Training and Commissioning of Four (4) Incinerators, Three (3) for Isolation centres MNH, Mawenzi RRH, Mwanza Buswelu and one (1) for National Public Health Laboratory MabiboDsm.Bidding will be conducted through the National Competitive Bidding (NCB) a procedure in the World Banks’ Guidelines: procurement under IDA credits and is open to all bidders from Eligible source as defined in the Guidelines
4. Interested Eligible bidders may obtain further information from the Ministry of Health Community Development, Gender, Elderly and Children : Secretary Ministerial Tender Board Office and inspect the Bidding document at the address given bellow from 08:30 to 15:30 hours local time from Mondays to Friday except Weekend and Public Holiday.
5. Qualifications requirements including: Experience of supplying goods of similar nature for the past three (3) years and Audited Financial report for the past Three (3) years. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
6. A complete set of Bidding Document(s) in English language may be purchased by interested Bidders on the submission of a written application to the address given bellow and upon payment of a non- refundable fee of Tanzanian Shillings One Hundred Fifty Thousand (TZ.150,000.00) only. The method of payment will be by cash, payable to Permanent Secretary, Ministry of Health Community Development, Gender, Elderly and Children – Dodoma
7. All Tenders in ONE ORIGINAL Plus TWO COPIES, properly filled in, and enclosed in plain envelops must be delivered to the Secretary, Tender Board, Ministry of Health Community Development, Gender, Elderly and Children, PMU Office, 6th Floor, NHIF Building P.O. BOX 743, 40478 Dodoma at or before 11:00 am local time on 30th April, 2019 and Tenders will be opened promptly thereafter in the Public and in the presence of Tenderers’ representatives who choose to attend the opening Ceremony at the Conference, Ministry of Health Community Development, Gender, Elderly and Children6th Floor, NHIF Building P.O. BOX 743, 40478 Dodoma Tanzania.
8. All bids must be accompanied by a bid Securing Declaration for Five years
9. Late Tenders portion of Tenders, electronic Tenders, and Tenders not received, Tenders not opened at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
