INVITATION FOR BIDS
UPGRADING OF MTWARA FREE PORT ZONE OFF AND ON SITE ROADS (1.15KM) TO ASPHALT CONCRETE STANDARD

1. The Export Processing Zones Authority (EPZA) an autonomous Government Authority responsible for establishing and supervising the operations of special economic zones within Mainland Tanzania intends to develop a free point zone in Mtwara Municipality. As part of development it intends to develop the roads infrastructure to and within the zone. In that respect, EPZA has set aside funds for infrastructure development in Mtwara free point zone and has engaged Tanzania Rural and Urban Roads Agency (TARURA) to provide technical services in terms of roads design, procurement of works contractors and supervision of construction works. EPZA therefore intends to apply a portion of these funds to cover eligible payment for Upgrading of Mtwara free port zone off and on site roads (1.15Km) to Asphalt Concrete Standard to be managed by TARURA’
Bidding is being conducted through National Competitive Bidding (NCB) as specified in the Public Procurement Act, 2011 and The Public Procurement Regulations 2013 and its amendments in 2016.
2. The Tanzania Rural and Urban Roads Agency (TARURA) an Agency of the Ministry of Regional Administration and Local Government hereinafter referred to as the Employer now invites sealed bids from eligible and qualified Local Contractors registered by the Contractors Registration Board (CRB) in Class Three (III) and above. Tender No. AE/092/2018 – 2019/MT/W/60.
The Works consists of Upgrading of the existing earth/gravel road of approximately 1.15Km long with a 7.0m wide carriage way, 1,0m wide shoulders both sides and 1.50m walk ways both sides to Asphalt concrete Standard and drainage works.

3. Interested eligible Bidders may obtain further information and inspect the bidding documents at the office of The Secretary, Delegated TARUR A Regional Tender Board Mtwara Regional located at TANU Road at USHIRIKA BUILDING (MAMCU) Adjacent to Tanzania Post office between 07:30 am and 03:30 pm from Monday to Friday inclusive, except on public holidays.
4. A complete set of bidding documents in English (and additional copies) may be purchased by interested bidders at the above office, on submission of a written application to the address given below and upon payment of a non-refundable fee of TShs. 150,000.00 (Tanzania Shillings One Hundred Fifty Thousand only) for each set payable by Banker’s Draft to the Regional Coordinator TARURA – Mtwara through National Microfinance Bank (NMB) Account number 70610024268, named TARURA MTWARA DISTRICT COUNCIL. Prospective bidders should come with the original pay in slip from bank for obtaining ERV Receipt.
5. Bids shall be valid for a period of 120 days after Bid opening, and must be accompanied by a ‘Bid Securing Declaration” in the format provided in the Bidding document.
6. The Bid Securing Declaration shall be clearly addressed to: The Regional Coordinator, TARURA, P.O. Box 1443, Mtwara. The Bid Securing Declaration shall be valid for 148 days from the deadline for submission of bids.
7. The deadline for submission of bids shall be at 10.00 Hours local time on 20th June, 2019. All tenders in one Original Plus Three (3) copies, properly filled in and enclosed in a plain envelope must be delivered to the address of The Secretary, Delegated TARURA Regional Tender Board Mtwara Region. The Bids will be opened in public in the Conference Room at TARURA Mtwara Regional Coordinator’s Office located at TANU Road at USHIRIKA BUILDING (MAMCU) adjacent to Tanzania Post office immediately after submission deadline and in the presence of Bidders’ representatives who choose to attend. The outer cover of each bid must be clearly marked ‘Upgrading of Mtwara Free Port Zone off and on Site Roads (1.15Km) to Asphalt Concrete Standard in Mtwara Municipality-Tender No.’AE/092/2018-2019/MT/W/60’
8. The arranged site visit will be conducted on 03rd June, 2019 at 09:00 hours local time. Participants will meet at the Offices of the TARURA Council Manager Mtwara Municipality. A pre bid meeting will take place immediately after the site visit at the TARURA Mtwara Regional Coordinator’s office.
9. Late bids, partial bids, electronic bids, bids sent by fax/telex, bids not received, not opened and not read out in public at the bid opening ceremony shall not be considered for evaluation irrespective of the circumstances.
