PROVISION OF CONSULTANCY SERVICES FOR PROJECT MANAGEMENT AND SUPERVISION OF CONSTRUCTION OF THE PROPOSED TRC COMMERCIAL DEVELOPMENT TO BE BUILT ON DODOMA STATION PREMISES AT JAMATIN AREA, DODOMA
1. The Government of Tanzania has set aside funds for the operation of the Tanzania Railways Corporation (TRC) during the financial year 2018/2019. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Provision of Consutancy Services for Project Management and Supervision of Construction of The Proposed TRC Commercial Development to be built on Dodoma Station Premises at Jamatin Area, Dodoma.
2. TRC is currently undertaking various significant investments in its core railway transportation business starting from construction of the Standard Gauge Railway (SGR) upgrading of the central railway line (TIRP) and procurement of heavy machines (rolling stocks) all with the aim of improving performance and revenues to the Corporation To complement the revenues generated from railways transportation and support the Government’s vision of reviving the Corporation and transportation industry in the country, the management of TRC similar to other railway corporations elsewhere in the World. TRC intends to venture into real estate investment starting with development of a commercial centre on its plot situated at Jamatin area within the Dodoma Central Business District
3. The Corporation intends to venture into real estate investment by initially serving the Tanzanian capital Dodoma. This decision borrows its rationale from historical facts that TRC owned the prime hotels in major towns in the country. Propelled with the ongoing practical implementation of the Government move to Dodoma, the frequency of official and leisure trips by various parties to Dodoma is increasing and anticipated to keep increasing significantly. This fact is substantively being undefined by the assured availability of easy, fast and comfortable transportation through High Speed Rail that is being implemented through the ongoing construction of the Standard Gauge Railway (SGR). This will definitely place more demand for contemporary office premises, residences, shopping centers and recreational areas in the city. In light of the above, TRC intends to engage qualified and experienced Multi-disciplinary Team to undertake the assignment of plot situated at Jamatin area within the Dodoma Central B usiness District(CBD). The expected length of the assignment is approximately Forty two {42) months. Six months shall be for initial work while twenty four months (24} will be for works construction supervision while the remaining twelve (12) months will be for support during the Defects Notification Period.
4. The main objective of the assignment is to facilitate development of a contemporary Commercial Centre in Dodoma by advising on the appropriate and feasible financial and development arrangement to be undertaken procurement of contractor and management of the project from the design stage to completion. This assignment requires the Consultant to provide to the TRC the services during the design and construction of the following projects: hereinafter referred to as “Projects’ not limited to Provision of project management services to the TRC , Provision of technical supervision (services of the Engineer} as defined in the Federation International des Ingneurs Conseils (FIDIC) Conditions of Contract for Plant and Design Build 1999 {“Yellow Book”) for the purpose of the project execution. The Consultant shall also review the detailed design submitted by the Works Contractor and provide comments to the TRC for onward transmission to the Works Contractor and Preparation of all necessary reports
5. Interested and eligible firms must provide recent information within last ten (10) years indicating that they are qualified to perform the services by submitting consultant’s profile, proven technical capability and experience to carry out the Project Management and Supervision of development of a commercial centre and review of Contractor’s designs for construction, at least five (5) years cumulative experience and having successful completed a minimum of three (3) projects of similar nature and scope supported by reference letters. The firm should be registered by Internationally recognized body, present detailed description of similar assignments/projects, include track records demonstrating experience in similar conditions, show availability of appropriate skills among staff, and present brief methodology towards implementation of the development of a commercial centre. Consultants may associate to enhance their qualifications.
6. The Consulting Firm will be selected in accordance with International Competitive Selection Procedures set out in the Public Procurement Act No.7 of 2011 and its Public Procurement (Amendment] Act No 5 of 2016, Pubic Procurement Regulation 2013 and its Public Procurement (Amendment) Regulation. 2016

EoI will be publicly opened in the presence of the firms’ designated representatives and anyone who choose to attend at Conference Room., Tanzania Railways Corporation, Shaurimoyo Street, P.O. BOX 9061, Dar es Salaam Tanzania immediately after submission deadline
9. Late Submitted Expressions of Interest, electronic or fax form shall not be accepted for evaluation irrespective of the circumstances.
