REQUEST FOR EXPRESSION OF INTEREST

  1. This request for expression of interest follows the general procurement notice for Dar es Salaam Metropolitan Development Project that appeared in the UN Development business online April 22 2015
  2. The government of the United republic of Tanzania has received accredit from the international Development Association toward the cost of DMDP coordinated by the president’s office regional administration and local government(PO-RALG) through a project coordination unit under the Tanzania Rural Urban Roads Agency. Its intend that part of the proceed of the credit will be used to cover eligible payments under the contract of the provision of consultants services for own sources revenue strengthening program under DMDP
  3. The overall objective of this assignment is to collect data which will provide the foundation for a comprehensive geodatabase that will empower the Dar es Salaam Local Authorities to improve services delivery increase their own source revenue to collect and to strengthening their overall urban management
  4. The consulting firm will carry out the assignment which will be organized into five keys phases following mobilization and brief inception period as follow phase 1 Preparation – entailing intensive stakeholder engagement and planning in preparation for the upcoming assignment Phase II Piloting Designed as field based practice during which the initial kinks that are typical of mass data collection initiative can be identified and worked out Phase III Data Collection – carrying out data collected preparation(e.g stakeholders engagement community sensitization) uploading data that has been collected and which has undergone internal quality assurance on continual basis continuing to provide training to DAL Staff as agreed upon in the capacity building strategy providing technical assistance to the data collection completion report and Phase IV handling –over-submitted reflection report which reflects on less learned over the course of the assigned and which lays out recommendation on a path forward for the further improving the Dar es Salaam Urban Management geodatabase and conduction a handover workshop with the working group relevant DLA staff GIS Mainstreaming consultant and other relevant stakeholders and submitting a handover workshop summary report
  5. The permanent secretary now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualification and relevant experience to perform services. The short listing criteria are (i) experience of minimum 10 years in mass collection of data via in person interview in urban areas (ii) proven experience and success in data collection in rapidly growing cities in developing countries development countries development of geo-database developing and delivering public awareness campaign’s local government capacity building for the maintenance and continual updating of large data sets mobilization of large data collection teams with multiple level of management and capacity in quality assurance of collected data and (iii) demonstrated successful completion of at least two assignment of similar scope (door-to-door collection of urban management or source revenue related data) magnitude at least (750,000 data points) and complexity production of data through in-person interviews as opposed to simple observation. Information to be provided should include name of assignment name and full contact address of the client specific input experts and tasks performed by the consultant under the assignment, assignment value in equivalent US Dollar period dates of execution of assignment etc (iv) Availability of appropriate skill among staff

6. The attention of interested consultancy is drawn to paragraphy 1.9 of the world banks guideline selection and employment of consultancy(under IBRD loans and IDA Credit & grants y world bank borrowers dated January 2011(revised July 2014) consultancy guidelines) setting forth the world bank policy on conflict of interest

7. A consulting firms will be selected in accordance with quality and cost based selection(QCB) method set out in the consultant guidelines
