FOR

THE PROVISION OF CONSULTANCY SERVICES FOR PREPARATION OF AN IMPLEMENTATION COMPLETION REPORT (ICR) FOR TANZANIA STRATEGIC CITIES PROJECT

TANZANIA STRATEGIC CITIES PROJECT (TSCP) – SECOND ADDITIONAL FINANCING (AF2) IDA CREDIT NO. 5947-TZ

  1. This request for expression of interest follows the General Procurement Notice for the Tanzania Strategic Cities Project that appeared in the UN Development Business online of April 22, 2010..
  2. The Government ofthe United Republic of Tanzania has received a credit from the International Development Association (IDA) towards the cost of Tanzania Strategic Cities Project (TSCP) – Second Additional Financing (AF2), coordinated by the President’s Office, Regional Administration and Local Government (PO-RALG) through a Project Coordination Unit (PCU) under the Tanzania Rural and Urban Roads Agency (TARURA). It is intended that part of the proceeds of the credit will be used to cover eligible payments under the contract for the Provision of Consultancy Services for Preparation of an Implementation Completion Report (ICR) for Tanzania Strategic Cities Project.
  3. The overall objective of the ICR is to provide an evidence base showing the extent to which TSCP has achieved its relevant objectives efficiently in the form of an outcome rating, the risks to development outcome, the Bank’s performance, and the Government’s performance. Specific objectives of the assignment are to: (i) provide a complete and systematic account of the performance and results of each implementation operations of the project; (ii) capture and disseminate experience from the design and implementation of the project in order to: improve the selection of future interventions to achieve the goals of improved quality of and access to basic urban service, improve the design and implementation of future interventions through lessons learned and help ensure greater development impact and sustainability of operations; (iii) provide accountability and transparency at the level of individual operations with respect to the activities of the Bank, the Government, and involved stakeholders; (iv) provide a vehicle for realistic self-evaluation of performance by the Bank and borrowers; and (v) contribute to databases for aggregation, analysis, and reporting, on the effectiveness of improved urban services through construction/rehabilitation of urban infrastructure and strengthening institutional capacity of the participating LGAs.
  4. The assignment will cover implementation of the project from parent credit to second additional financing (i.e. from year 2010 to 2020). The major tasks of the Consultant will include; (i) Project Performance Assessment – relevance of the Project, efficacy of the Project, efficiency of the Project implementation, and sustainability of the Project; (ii) Assessment of Performance of Stakeholders – evaluate the performance of the Bank, DANIDA and all the other partners (i.e. contractors and service providers) during the preparation and implementation of the operation, including the effectiveness of their relationships; and (iii) Documentation of Lessons Learnt – document key lessons learnt and recommendations for improvement in future project design including adaptive learning and knowledge emanating from the implementation of this project.
  5. The Permanent Secretary, PO-RALG, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (i) A minimum of ten (10) years’ experience in project management, monitoring and evaluation of infrastructure projects financed by development partners; (ii) Proven experience in the preparation of implementation completion reports of projects and/or programs with at least three (3) similar assignments successfully completed in the past 5 years. Information to be provided should include name of assignment, name and full contact address of the client specific input, experts and tasks performed by the consultant under the assignment, assignment value (in equivalent US dollars), period (dates) of execution of assignment, etc.; and (iii) Availability of appropriate skills among staff.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers dated January, 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

7. A consulting firm will be selected in accordance with the Consultants’ Qualifications Selection (COS) method set out in the Consultant Guidelines.

8.
