1. The Government of the United Republic of Tanzania through Tanzania Electric Supply Company Limited (TANESCO) has received financing from the World Bank toward the cost for Provision of Consultancy Services: for Assistance on all Procurement Activities under Tanzania Zambia Transmission Inlerconnector Project (TAZA).
2. The consulting services (‘the Services”) include supporting the Project Managers and Coordinator for the Tanzania – Zambia Transmission Inlarconnector Project (TAZA), in planning, co-ordination and control of the Procurement activities from its start lo the time itis completed. The individual consultant shall be responsible for ensuring that the requirements of the Project in line with the Procurement Manual are fulfilled. The Consultant shall also support the project monitoring function to ensure that the project is concluded successfully.
3. The detailed Terms of Reference (TOR) for the assignment are available in the following website https:/www. taneps.go.tz and TANESCO Website hiips://weew.tanesco.co.tz. The Consultants are required to register in the TANePS in order to be able to participate in this selection process. All requests for clarification shall be sent through TANePS and the Client will send Responses to Clarifications and Amendments through TANePS -www.taneps go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request! for Expression of Interest. The Consultants shall be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.
4. TANESCO now invites eligible Individual Consultants be indicating their interest in providing the Services. Interested Individual Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) A University Degree (Masters/ Bachelors) in Procurement, Business Administration, Commerce, Economics with certification from PMI and CIPS is preferred, coupled with expensive and demonstrated experience in procurement in all aspects of procurement of goods, non-consulting services, works and consulting services;
b) A strong experience of at least 6 years’ general experience in procurement services with 3 years’ in public sector and at least 2 years working on similar energy projects. The experience of working on project financed by multilateral development agencies 6.9. World Bank, African Development Bank etc. ‘with a demonstrated strong track record is preferred;
c) Previous experience in processing high value contracts subject to international competition, and in working with mullti sectoral tears are added advantages;
d) Good oral, writing and fluent communication skills in English Language;
@) Working knowledge of the Public Procurement Regulations (PPRA) Procurement Rules, Regulations and Procedures;
f) A high level of interpersonal and management skills and ability to work independently, unsupervised and also will learns in the organizational all levels;
9) Must be able to work under pressure with tight deadlines;
h) Computer knowledge and skills in MS Word, MS Excel is a mandatory requirement,
i) Excellent in Project Management Using Microsoft Project Professional 2019 Software;
j) Must be able to perform the assignments related to procurement in a fair and unbiased way;
k) Proven integrity and confidentiality in handling public resources and in executing duties; and
1) Experience Working on Tanzanian National e-Procurement System (TANePS) and World Bank Systematic Tracking of Exchanges in Procurement (WB STEP) will be an added advantage.
m) The candidate should be Eligible and have no Conflict of Interest as per the World Bank’s Procurement Regulations.
5. The attention of interested Individual Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November, 2020 – Fourth Edition setting forth the World Bank’s policy on conflict of interest.
6. Individual consultant will be selected in accordance with the procedures set forth in the Procurement Regulations.
7. Interested individual consultants must also provide information indicating that they are qualified be perform the services by submitting individual consultant’s profile, description of similar assignments, experience in similar conditions and evidence of appropriate skills.
8. Expressions of Interest must be submitted online through Tanzania National Electronic Procurement System (TANePS) (wvew.tanaps.go.tz) on or before 20″ July, 2022 at 10:00 Hours East African Time. Please, remember to attach all necessary supporting documents including but not limited to Academic and Training Certificates. The Client shall not be held liable for any delays due to system failure beyond its control. Even though, the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is he Consultants’ responsibility to verity the website for the latest information related to his selection process. Expression of Interests will be opened promptly thereafter through TANePS.
