1. The Government of Tanzania through Tanzania Electric Supply Company Limited (TANESCO) has received financing from World Bank (WB) towards the cost of undertaking Environmental and Safeguard issues for Tanzania – Zambia Transmission Interconnector Project (TAZA) and intends to apply part of the proceeds for consulting services.
2. The consulting services (‘the services”) include providing overall environmental and social management oversight during the implementation of the TAZA project, supporting and advising the client in addressing a variety of environmental and social issues at all (he stages of the implementation of the TAZA project and in environmental related trainings, awareness and coordination activities.
3. The detailed Terms of Reference (TOR) for the assignment are available in the following website www. taneps.go.tz and TANESCO Website www.tanesco.co.tz. The Consultants are required to register in the TANePS in order to be able lo participial in this selection process. All requests for clarification shall be send through TANePS and the Client will send Responses be Clarifications and Amendments through TANePS www.taneps.go.tz and email notification will also automatically be sent to those Consultants who have started working on this Request for Expression of Interest. The Consultants shall be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.
4. TANESCO now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Individual Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) The Principal Safeguards Specialist shall have a relevant professional degree in environmental sciences, environmental engineering and social sciences, including law.
b) He/she will have at least 10 years’ experience working on Environmental and Social Impact Assessment studies; managing environmental, social, health and safety compliance processes for large infrastructure especially linear projects such as roads and transmission lines; and monitoring of implementation of Environmental and Social Management Plan (ESMP) in infrastructure and related projects.
c) He/she shall have substantial experience working with contractors and subcontractors and supervision engineers, including in ensuring that contractors/subcontractors conform their activities to meet the Laws of Tanzania and project requirements in relation to social and environmental issues.
d) He/she shall have significant experience in labor and working conditions, grievance mechanisms, land use, Gender Based Violence (GBV), resettlement, stakeholder engagement and, inclusion of persons with disabilities, women and members of other vulnerable groups.
6) He/she will have knowledge and hands on experience in community participation and the management of environmental issues such as conservation of sensitive sites (e.g. protected areas, natural habitats, forest, stream, and wetland), waste management, emergency response, occupational and community health and safety, labor force management and grievance redress mechanisms, among others.
f) He she will have significant experience leading/managing other members of the workforce and in building capacity for others on social and environmental issues.
9) He/she will have excellent oral and written communication skills in English and Kiswahili.
h) He/she will have experience at working knowledge of the World Bank environmental and social policies, including the World Bank Operational Policies, as well as with bilateral or multilateral development institutions like French Agency tor Development (AFD) and European Union (EU). Experience with the World Bank Environmental and Social Framework would be preferred.
i) He/she will have a proven track record in undertaking capacity building and training to increase knowledge and awareness on environmental and social management at various levels of implementation.
j) He/she will have experience in supervision, monitoring and implementation of environmental, social, land (resettlement to project affected persons among others), community health, solid waste and safety impact mitigation measures.
k) He/she will have demonstrated ability to prepare professional reports with maps, photos and show effective recording of supervision and monitoring support.
5. The attention of interested Individual Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November, 2020 – Fourth Edition setting forth the World Bank’s policy on conflict of interest.
6. Individual Consultant will be selected in accordance with the procedures set out in that Procurement Regulations.
7. Interested individual consultants must also provide information indicating that they are qualified to perform the services by submitting individual consultant’s profile, description of similar assignments, experience in similar conditions and evidence of appropriate skills.
8. Expressions of interest must be submitted online through Tanzania National Electronic Procurement System (TANePS) (www.taneps go.tz) on or before 20th July, 2022 at 10:00 Hours East African Time. Please, remember to attach all necessary supporting documents including but not limited to Academic and Training Certificates. The Client shall not be held liable for any delays due to system failure beyond its control. Even though, the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. Il is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through TANePS.
