The East African Crude Oil Pipeline (EACOP) Project is part of the Lake Albert Development. The
project is a 1,443km cross-country pipeline development to enable the transport of heavy and waxy
crude oil reserves located in the Albertine Graben region in Uganda, to a terminal station in Tanga
on the East Coast of Tanzania.

The EACOP SYSTEM is split into three component parts namely Pipeline, Above Ground
Installations (AGIs), and the Marine Storage Terminal (MST).

PURPOSE OF THE SCOPE:

As part of its Scope of Work for the EACOP Project, Worley Europe Limited (through its Local
Entity) will seek a tender for Health and Safety Passport Training for National personnel located in
Tanzania. The training will need to be localized to reflect the region and focused on Construction
activities associated with Pipelines, Tanks, Jetties, Civil Works, Electrical Instrumentation /
Telecoms and Quality.

The aim of the training is to ensure that all site personnel have reached a recognized level of Health and Safety knowledge and awareness and to enable them to work on site more safely and be able to identify and mitigate risks to themselves and others.

BRIEF DESCRIPTION OF THE SCOPE:

i. Health and Safety Passport Training will be developed at three different levels:

Level 1 – Foundation Course

  • The Fundamentals of Safety
  • Hazards, Risk and Risk Control
  • Common Workplace Hazards
  • Accidents and Incidents

Level 2 – Advanced Course

  • Safe Behaviour at Work
  • A Safe Place to Work
  • Safe Systems of Work
  • Safety Problems and Safe Solutions

Level 3 – Supervisor Course

  • Planning for Health and Safety
  • Communicating Effectively
  • Improving Health and Safety
  • Site Responsibilities for Safety

ii. The services required shall include, but will not necessarily limited to the supply of:

  • Full training in Country (Tanzania) with certified approved trainers, Contractor approved programs and training materials. The Contractor may elect to add content to the programs.
  • Training will be conducted in English and Swahili.
  • Training will be delivered in Dar es Salaam either in the
  • Contractors or training providers facilities.
  • Provision of all stationery and learning materials
  • The Contractor may elect to have the training provider
  • deliver only one level of training per individual, as specified in 1.3 SCOPE OF WORK (I).
  • The requirement is for the training to have full Internationally recognized accreditation. The material must be based on the appropriate standards, applicable in-country laws and legislation and industry best practice in Construction / Oil & Gas.
  • A Passport at the Completion must be issued to the trainees after the successful completion of the course and examination
  • The Contractor will require ten staff to be trained in Train the Trainer” to be able to deliver the material to work groups in the future.

Additional Services (If required):

a) This training may require delivery in Kahama and Tanga.

b) Provisions of meals for the duration of the Training.

MINIMUM REQUIREMENTS:

  • Training providers expressing their interest are invited to document their request with:
  • Previous Health and Safety Training experience on similar projects in East Africa
  • Evidence of executing the training in compliance with all applicable laws and jurisdictions
  • Currently registered in the Tanzania Local Suppliers and Service Providers database (LSSP).
  • A copy of their own and main suppliers ISO 9001:2015 current certification Interested companies which meet the minimum requirements and have the capacity to provide the services listed above should express their interest by sending together with the above listed documents an email to [email protected] (Max. Email Size: 20 MBs & all documents must be submitted in the English language) on or before 17:00 hours East African Time (EAT), on 28th April 2023.

Companies satisfactorily meeting the above minimum requirements will receive, subject to the
signature of a Non-Disclosure Agreement (NDA), a detailed pre-qualification questionnaire for
further evaluation by Company.

EACOP project reserves the right not to consider companies that submit an incomplete dossier.

Note: Only pre-qualified companies will receive an invitation to submit their bid in furtherance of
the Call for Tender process.
