Assignment Title: Provision of Consultancy Services for Preparation of Environmental and Social Impacts Assessment and Resettlement Action Plan reports for the construction of Off Grid Sanitation Projects.

This request for expression of interest follows the General Procurement Notice for the project that appeared in the United Nations Development Business; Issue No. WB5803 – 12/16 of December 21, 2016.

The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Second Water Sector Support Project and intends to apply part of the proceeds for consultant services.

The consulting services (“the services”) for the assignment shall consist of but not limited to the following activities: preparation of ESIA, ESMP and RAP reports, preparation and filling of appropriate documents for ESIA registration; Preparation of scoping report for submission to NEMC and the World Bank and undertake public consultation event on said scoping report; Assessment of the environment and social impacts to be involved; Conduct socio-economic baseline survey for the affected persons and their assets to be involved; Assess and identify expected impacts and propose mitigation measures and cost as part of the project.

The Dar es Salaam Water and Sewerage Authority (DAWASA) now invites eligible Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services, The short-listing criteria are (a) core business of the firm and years in business, (b) experience in similar assignments, (C) experience of having worked in sub-Saharan Africa or similar environment, (d) technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of permanent staff. Do not provide CV of Staff. Key experts will not be evaluated at the shortlisting stage), the names and contact addresses of clients served.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
